School district questions governor’s budget proposals

Would it be fair if students in the Sacramento City Unified School District that live on the north side of Calvine Road receive more state funding for each student than neighboring students who live within the Elk Grove school district?

This is the discrepancy that many school districts statewide see in Gov. Jerry Brown’s school funding proposal as outlined in his proposed 2013-14 budget.

On May 22, he spoke to about 700 California leaders at the Sacramento Host Breakfast and explained his position.

He wanted to use 80 percent of his local control funding divided up between all districts in the state on a student-by-student basis.

Brown proposed that 16 percent of the school money be divided up to assist schools with English as a Second Language programs. He also wanted the final 4 percent of the school
