Check out all the nicely packed narratives in the embedded info-graphic over at Progress Illinois. You'd have to spend a lot of time unpacking the grade-level narrative, the international comparison narrative, the impossibility of firing a teacher because of unions narrative. It's shock-doctrine, and they've not even bothered to re-word it. And this is the progressive media.
