Two years ago, $3.8 billion in federal education stimulus money was used by the Texas State Legislature to supplant planned education funding, freeing up $3.8 billion for use elsewhere in the Texas budget, eliminating the need to utilize Texas huge self-replenishing Rainy Day Fund, and creating a permanent and growing hole in education funding that will recur every biennium until school finance in Texas is actually fixed (for a good overview, see my March 16 editorial).
