What's in that secret Race to the Top application?

As we learned earlier today, Gov. Rick Perry is refusing to let Texas apply for the second round of the federal Race to the Top grant. For those disappointed, the good news is that the Texas Education Agency is now releasing the application that its staff had spent some 800 hours preparing before Perry said in January that the state would not be applying for round one. Several reporters had requested a copy of the application, but the TEA refused to release it to us, and Texas Attorney General Greg Abbott's office signed off, buying the state's argument that it might apply for round two of the grant.
Well, as most of us expected, Texas is sitting out of the competition again, so the argument about the state being at a competitive disadvantage (even though all the other states released their applications) is now moot.
