Sec. Arne Ducan recently called a principal in a New York City school, Dr. Carol Burris, to solicit her advice regarding the current aggressive campaign to link teacher and principal evaluations to student test scores. In a 8 page follow up letter to Duncan, Dr. Burris and Prof. Kevin Welner, a scholar she has previously collaborated with, put forth highly critical arguments and supporting data on Rhee’s IMPACT evaluation system that refuted her claims of dramatic successes.
