Budget bill provides details on accountability and energy money

School districts would be required to report how they plan to use state money to meet the needs of disadvantaged students under Gov. Jerry Brown’s plan to revamp California’s education finance system.
Some details for how the governor plans to hold schools accountable while giving them greater spending authority were released late last week in budget trailer bill language that also included Brown’s idea for allocating millions of dollars to districts to create energy efficient facilities.
As part of the administration’s restructuring of how schools are funded, districts and charter schools, beginning in 2014-15,  would be required to annually write and update a ‘local control and accountability plan’ detailing how extra cash allotted for English learners and poor students would be used to enhance their education.
The reports would be aligned with a set of criteria, in template form, to be created and adopted by the State Board of Education.
Under Brown’s proposal, LEAs and SEAs would be barred from adopting their annual budgets prior to approval and adoption of a local accountability plan. In addition, school officials would be required to solicit input from teachers,
