The assumption behind the rules and regulations promulgated by the Department of Education (DOE), headed by Arne Duncan, were that the "gainful-employment portion of the regulations" (GER) would prevent for-profit colleges - which siphon off up to 90 percent and sometimes more of their revenues from federal student loans and Title IV funds - from leaving students struggling with huge debt loads and questionable credentials that do little to help them in landing jobs
