The official change in leadership will occur on Dec. 21, and current Mayor Dan Skoglund will address the new appointments during the ceremony. Skoglund was appointed to the City Council in 2004 after Council Member David Roberts passed away, and he was elected to a full term as a Council Member in 2006.
