Charter schools enrolling low numbers of poor students

At Waterstone, about 32 percent of students in 2010 qualified for free or reduced-price lunches, an indicator of poverty, according to data from the National Center for Education Statistics. At Campbell Drive, about two miles away, 93 percent of the students qualified.The trend is evident across Miami-Dade County, where overall, the number of poor children enrolled in charter schools is disproportionately low compared to traditional public schools — an advantage for the charter schools, given that poverty correlates with poor academic performance. Charter schools in Miami-Dade also enroll a smaller share of black students than traditional public schools, according to federal data. In traditional public schools, one-third of children are black, compared to one-fifth of children in charter schools.
Read those two paragraphs carefully.  In Miami-Dade County, charter schools serve a different population than traditional schools, and thus are not comparable.   So begins the third and final installment of the Miami Herald's 3-part series examining local charter schools.

Michigan's new charter school law is among the worst in the nation. While lifting the cap on charters, SB 618 gives free rein to charter operators without any safeguards against mismanagement or controls on school quality.

The bill was passed, according to State Rep. Rudy Hobbs, D-Southfield, without a clear provision mandating  comprehensive student achievement data for each charter school operator. Writes Hobbs:

Teachers in Los Angeles have overwhelmingly approved an agreement that is expected to give instructors and administrators more control of their schools, while also holding them responsible for academic achievement.
The vote was 69.8% in favor and 29.4% against, with the remainder failing to specify a choice on their ballots. In all, 19,529 members, or 55%, cast ballots out of 35,593 eligible voters. Members of United Teachers Los Angeles had submitted ballots over the past several days, with the results tabulated and announced Thursday.
The Board of Education is expected to quickly follow suit in ratifying the deal. The pact would end the much-publicized “Public School Choice” initiative, under which groups inside and outside the district, including charter schools, competed for control of new and low performing campuses. The growth of independently managed charter schools had resulted in the reduction of more than 200 positions formerly held by district-employed,
