I see this phrase more often than I care to:
That's from WBEZ's reporting on the press conference yesterday. I've also seen it on Chicago Tonight.
I think it would be reasonable for a reader to assume from that sentence that prior to 1995, the people of Chicago elected their school board directly, like they do in the suburbs and downstate.
The trouble is that it never happened, and I think it's a bit lazy to summarize the situation as its summarized in the example above. It's the sort of thing that lets very, very lazy alderpeople like Michele Smith believe they know
