The 98%
The Jonah Edelman Rule: In order to get strike authorization the leadership of the Chicago Teachers Union (this rule only applies to Chicago) must receive 75% approval by all the members of the union.
Edelman, of the corporate ed reform group Stand for Children, had his people study the data and decided that 75% was the threshold that the union could not get over. He believed he had created a de facto no-strike law for Chicago teachers. The leaders of the IEA and the IFT agreed, and over the objections of the CTU’s House of Delegates, the law was passed.
Like much of education data, The Edelman Rule proved useless.
