Background:

It comes from a story written this week by colleague Bill Turque, who writes expertly about D.C. schools. The story is about an investigation by D.C. officials into a private special education school in Northwest Washington that has collected more than $16 million in tuition from the city over the past two years. Rock Creek Academy, which serves emotionally and physically disabled children from kindergarten through 12th grade, is being probed for allegations that it has lax security, high rates of truancy and inadequate academic programs.
