“Listen to the people”: the polls the pols | California Progress Report:

"When Arnold Schwarzenegger ran for governor in the 2003 recall election, he talked endlessly about California’s need for “leadership.” Last Monday, in what will probably be his last appearance before the Sacramento Press Club, the refrain was “listen to the people.”

The tension between them, of course, is as old as representative democracy. In 1774, the great Anglo-Irish statesman Edmund Burke, probably the greatest of all conservatives, told his constituents, “Your representative owes you, not his industry only but his judgment, and he betrays instead of serving you if he sacrifices it to your opinion.'"
