The controversial plan by the Christie administration to close, transfer to charters, or otherwise “repurpose” nearly half of the city’s public schools is illegal and must stop, according to the Education Law Center (ELC). The scheme, dubbed “One Newark,” has sparked widespread demonstrations and open hostility among city residents directed against state-appointed superintendent Cami Anderson.

Elizabeth Athos, the senior attorney for the public interest law firm, warned Anderson in a letter dated Jan. 28, that the state administration cannot move forward with the plan because it has failed to abide by state regulations governing the closing of schools. It has not provided updated plans required by rules that have the force of law and can be enforced in court.

The letter is expected to enhance the growing opposition to the Anderson regime running New Jersey’s largest district.  On Jan. 17, she suspended five principalswho spoke out against the plan but then reinstated them in the face of community outrage;  the principals have since sued her in federal court. A few weeks ago, I went into Chase’s class for tutoring.

I’d emailed Chase’s teacher one evening and said, “Chase keeps telling me that this stuff you’re sending home is math – but I’m not sure I believe him. Help, please.” She emailed right back and said, “No problem! I can tutor Chase after school anytime.” And I said, “No, not him. Me. He gets it. Help me.” And that’s how I ended up standing at a chalkboard in an empty fifth grade classroom staring at rows of shapes that Chase’s teacher kept referring to as “numbers.”

I stood a little shakily at the chalkboard while Chase’s teacher sat behind me, perched on her desk, using a soothing voice to try to help me understand the “new way we teach long division.”  Luckily for me, I didn’t have to unlearn much because I never really understood the “old way we taught long division.” It took me a solid hour to complete one problem, but l could tell that Chase’s teacher liked me anyway. She used to work with NASA, so obviously we have a whole lot in common.

Afterwards, we sat for a few minutes and talked about teaching children and what a sacred trust and responsibility it is. We agreed that subjects like math and reading are the least important things that are

Principals Helping Teachers Grow: A Task That Too Often Goes Unnoticed

Although I have never served as a principal, I have been a student under three elementary and secondary school principals and worked for six high school principals as a teacher. As a district superintendent, I supervised and evaluated nearly 35 elementary and secondary school principals for seven years. From below and above, then, I have seen principals up close and personal.

I have written in this blog about the core roles  that principals must perform (seehere, here, and here). In this post, I describe my experiences with one of those six principals I worked—I was going to write “under”–but decided that a better word for my experience with Oliver Deex is “with.” Those years with Deex helped shape me intellectually, grounded me in practical classroom experience, and gave me a perspective on school reform.

First, some personal background.

I was the third son of Russian immigrants. I saw that my brothers who had to work during the Great Depression to provide family income and then serve the country in World War II lacked the chances that I had simply because I was born in the 1930s and they were born in the 1920s. Because sheer chance made me the youngest, I did not serve in World War II; because I had polio as a child, I could not serve in the Korean War. So I finished college in Pittsburgh and

The essence of due process is simple. When a teacher or any other employee is sanctioned, there will be some paperwork. Due process means that a signature is attached certifying that the statements of record are not false. Tenure provides a procedure for the teacher or his representative to answer those charges. 

In 2008, Michelle Rhee would not even abide by the procedure for terminating 75 teachers without tenure, even though a principal's recommendation was all that was necessary. The Washington D.C. (DCPS) dismissals were then overturned by an arbitrator because the district did not follow the simple task of notifying teachers of their shortcomings.

In 2009, Rhee terminated 266 teachers and support staff after hiring some 900 new teachers. It was claimed that the terminations were a reduction in force (RIF) due to a budgetary shortfall that was unforeseen when Rhee went on a hiring spree. It was subsequently revealed that Rhee knew that the DCPS had no budgetary shortfall, so apparently it was a pretext for the mass firings. A music teacher sued claiming that "his firing was concocted by using a misapplied or non-existent job title to enable his poor evaluation and subsequent firing." The case is now in federal court.

An even bigger outrage occurred in the New Orleans Recovery School District (RSD) when reformer Paul Vallas fired about 7,000 teachers after Hurricane Katrina. In 2014, a federal appeals court ruled that Vallas conducted an improper RIF. The way it was done "denied teachers their

February is here, and that means by the end of the month Commissioner Christopher Cerf will decide whether to allow the Hatikvah International Academy Charter School to add a Middle School to their current K-5 charter, and add an additional class of 25 students per grade. The expansion would allow Hatikvah to double their enrollment.

I have already detailed many of my concerns with Hatikvah's proposed expansion, including the fact that, since opening in 2010, Hatikvah has morphed into a statewide charter school.

And here is the other really interesting thing; East Brunswick is the only district Hatikvah is approved to serve. But I filed an Open Public Records Act (OPRA) request to find out how many districts Hatikvah currently serves. 

What did I find out? 

That Hatikvah has enrolled students from 20 other districts in 6 counties. This clearly demonstrates that while Hatikvah is only approved to pull students from East Brunswick, in the four years since their approval they have morphed into a statewide charter school. Only 57% of their students come from East Brunswick, the only district they are approved to serve.

Quality teaching and student learning cannot occur in a chaotic classroom. Organized chaos, i.e. student-centered stations and activities, is extremely productive. Disruptive behavior, however, is extremely unproductive and problematic, to say the least.  So, it’s rather interesting that while the USDOE is calling for schools to relax its “zero tolerance” disciplinary policies, the Brits are calling for a more stern approach to curbing student misconduct. But, why? Why the divergent paths?

The Elephant in the Classroom, Revisited.

A few months ago, I expressed my view on this issue. In addition, I’ve even stated myresponse to the USDOE’s Guiding Principles for School Climate and Discipline. As a public school teacher, I get it. I completely understand why we – the professional education community – need to establish a positive school climate and a fair set of disciplinary policies. Trust me, as a middle school teacher within a tough neighborhood public school I absolutely understand why student suspensions are the least favorable option. Students who are often suspended lose instructional time and have a difficult time mastering lessons lost.

With that said, I can’t help but wonder why, in the U.S., “school discipline” discussions, i.e. zero tolerance and suspensions, become cloaked with accusations of racism? As a minority

Education historian Diane Ravitch knocked American education reformers who she said have fostered a bleak culture by over-testing students, lowering standards for teachers and draining taxpayer money from many public school districts for the proliferation of charter schools.

“I believe testing has to be used wisely ... it should not be used to rank and rate and discourage children,” Ravitch said Saturday, speaking to some of the nearly 1,000 school board members and superintendents who converged on Louisville’s Galt House from around the state for the annual conference of the Kentucky School Boards Association.

Ravitch — a 75-year-old New York University research professor in education, education historian and former assistant secretary at the U.S. Department of Education — believes the federal government puts too much emphasis on testing.

Ravitch said no other country tests students in all grades.

“We are the most over-tested nation in the world,” she said.

This, in turn, has led some school districts to narrow their curriculums to focus on test subjects in lieu of art, music and other programs.

And judging teachers on students’ test scores,” Ravitch said, is “just about as good as rolling the dice or flipping a coin.”

Instead, she encourages educators, parents and lawmakers to think
