7 key California school superintendents blast governor’s new school reopening plan

The superintendents of seven of California’s largest school districts on Wednesday blasted Gov. Gavin Newsom’s (D) new school reopening plan, saying that it fails to address key factors keeping schools closed and does nothing to end the disproportionate impact the coronavirus pandemic is inflicting on low-income communities of color.

The letter sent Wednesday to Newsom makes clear that the superintendents don’t think the state is doing enough to reduce virus rates in low-income communities and that the governor’s initial intention to give $450 per student to schools with in-person learning could wind up helping wealthier communities and punishing poorer ones.

“Our schools stand ready to resume in-person instruction as soon as health conditions are safe and appropriate,” the letter says. “But we cannot do it alone.”

The governor’s office did not respond to a request for a comment about the letter. Tony Thurmond, state superintendent of public instruction, said in an email: “We must ensure that any resources, guidance, and supports provided to our schools at this critical time maintain an urgent focus on addressing the equity and opportunity gaps that have widened during this pandemic. I support the governor’s proposal and its goals, and I think it’s important that we listen to our school leaders in the field who are asking for more."

Newsom announced his “Safe Schools for All” plan on Dec. 30, saying that he wanted to spend $2 billion to help schools reopen starting in February — even as coronavirus infection and hospitalization rates are soaring in parts of the state.

The reopening plan calls for first bringing back students from preschool to Grade 2 and students who are vulnerable and have special needs, with other grade levels returning on a phased schedule starting in March.

But critics, while praising the intent, immediately slammed it for being incomplete and confusing. The Los Angeles Times’s editorial board wrote on Dec. 30: “It’s entirely possible that low-income schools will receive the worst of everything — no new funding, kids still stuck learning from home — while those in more affluent areas open for business and get $450 per student extra to boot.”

The school superintendents who wrote the letter collectively educate one-quarter of all students in California. They are Bob Nelson of Fresno Unified School District, Jill Baker of Long Beach Unified, Austin Beutner of Los Angeles Unified, Kyla Johnson-Trammell of Oakland Unified, Jorge A. Aguilar of Sacramento City Unified, Cindy Marten of San Diego Unified and Vincent Matthews of San Francisco Unified. Los Angeles Unified is the second-largest school district in the country.

Their letter says Newsom’s plan “does not address the disproportionate impact the virus is having on low-income communities of color” and that the plan to give $450 per student (which could go higher) to schools that have reopened to in-person learning effectively will hurt low-income areas. Disgraced former Chicago Public Schools CEO Barbara Byrd-Bennett landed in prison for steering $22.5 million in no-bid deals to her friends — but her wrongdoing was much worse, a new report concludes.

CPS’s inspector general says in his annual report, released Wednesday, that Byrd-Bennett orchestrated schemes that resulted in another $10.1 million in public school contracts going to her friends’ companies.

The findings come six years after the schools chief former whom Mayor Rahm Emanuel chose and affectionately called “B3” abruptly resigned.

Byrd-Bennett, 71, got out of prison in early May after serving nearly three years of her 4 1/2 -year sentence in a low-security facility thanks to a federal policy aimed at sparing nonviolent offenders from the coronavirus.

In 2013, Byrd-Bennett helped steer an eye-catching $20 million contract for principal training to a company that had employed her before she worked at CPS and which promised to take her back after she left the Chicago school system.

That same year, CPS Inspector General Will Fletcher now says, Byrd-Bennett also made sure that two more friends landed $6.3 million in a separate training contract with professional development firm Knowledge Delivery System, a company she had ties with in Detroit.

After a year of work at KDS, the two unnamed friends left the company in a tiff to start their own firm along with a CPS aide they hired as their general counsel. Segregated charter schools have a high failure rate and are notorious for lacking accountability and oversight. Charter schools are also well-known for being non-transparent even though they are ostensibly “public” schools. This has been the case for nearly 30 years when charter schools first came into being. Over the years, endless reports, articles, and books have documented the chronic lack of accountability in the troubled charter school sector.

Privately-operated charter schools have always over-promised and under-delivered on accountability. This is closely related to why fraud and corruption remain entrenched in the charter school sector. The worn-out assertion that charter schools will deliver “results” and be accountable in exchange for autonomy and independence has always been a pretext to privatize education and fool the gullible. It has nothing to do with improving schools. The closing of several thousand charter schools over the years shows that charter schools are not a worthwhile “innovative experiment” or a “better alternative” to public schools. So much for “results-based accountability in education.”

As “free market” schools charter schools operate according to market accountability, which really means no accountability. Market accountability is a way to dodge public oversight and do as you please. The “free market” mainly delivers chaos, anarchy, and instability and allows many “bad actors” to stay in business. In Seattle, A Tough Back To School Choice

Seattle's school board made a decision, just a few weeks ago, to re-open face-to-face school for pre-K, kindergarten, some special ed, and 1st grade students. It's a good example of the kinds of re-opening challenges that parents and teachers are facing, the kind of thing that is being pushed out as a "plan" by a major district.

Parents received an e-mail inviting them to complete a "survey" and commit themselves to either continuing at-home instruction via computer, or sending their child back for in-person learning on March 1st.

The e-mail was sent out January 5th. The decision must be made by January 10th.

The e-mail includes a link to a FAQ page that is not, well, as helpful as it might be. For one thing, the tone is perhaps not unpleasant, but certainly brusque. For instance, on the matter of the deadline.

The state of California recorded its highest number of new COVID-19 cases on Monday at 74,000. Statewide, 96 new daily cases are now being recorded per 100,000 residents, 50 percent greater than the national average of 64 cases per 100,000, giving California the second-highest such figure in the nation, trailing only Arizona’s 112.

The most severe outbreak in the state has occurred in the Los Angeles metro area, which has become the national and global epicenter of the pandemic. As of Wednesday evening, 11,382 Angelinos have died thus far while 852,165 cases have been officially reported in a region of nearly 11 million people.

Over the past week, Los Angeles County has averaged roughly 13,800 cases and 183 deaths per day, among the county’s highest average daily death tolls. Since Christmas alone, at least 2,044 deaths have been recorded in the county.

As of Wednesday, Los Angeles County was hospitalizing 8,098 COVID-19 patients while 1,620 were in intensive care. Los Angeles now has zero percent ICU capacity, with ambulances waiting up to eight hours to offload patients, oftentimes until a bed becomes available due to another patient’s death.

Los Angeles hospitals are now openly being given directives as to which patients should be treated and which should be allowed to die.
