U.S. Secretary of Education Arne Duncan today announced five appointments to the National Advisory Committee on Institutional Quality and Integrity (NACIQI).

NACIQI advises the Secretary on accreditation issues and the eligibility and certification process for institutions of higher education. It is charged with recommending to the Secretary which accrediting or specific state approval agencies should be recognized as reliable authorities for judging the quality of postsecondary institutions and programs. Schools must be approved by a recognized accrediting agency to be eligible to participate in federal student aid and other federal programs. Students attending these postsecondary schools receive some $150 billion in grants, loans, and work-study opportunities.

"This committee plays a crucial role in ensuring that accrediting agencies have the highest standards for evaluating the schools and programs they accredit," said U.S. Secretary of Education Arne Duncan. "I am confident that the committee members announced today will put their talent and skills to work in making sure that accrediting agencies focus on measures of a quality education for students at career and technical schools, colleges and universities."

The Committee's new members, appointed for a six-year term, are:

Simon Boehme, student member, from Kalamazoo, Michigan, and currently a student at Cornell University; and,
Roberta (Bobbie) Derlin, Associate Provost, New Mexico State University, Las Cruces, New Mexico

Incumbent members re-appointed for a six-year term are:

Susan Phillips, provost and vice president for academic affairs, University at Albany, State University of New York;
Frank Wu, chancellor and dean, University of California Hasting College of the Law, San Francisco, Calif.; and,
Frederico Zargoza, vice chancellor of economic and workforce development, Alamo Colleges, San Antonio, Texas.

The National Advisory Committee on Institutional Quality and Integrity (NACIQI) is an 18-member committee with membership appointed equally by the Secretary of Education, the Senate, and the House of Representatives. The Committee meets twice a year, and its next meeting is Dec. 12-13.

Mike Huckabee during the monologue on his weekend show on Fox News addressed the topic of the Common Core State Standards and his position on it. I watched with interest and some hope as I heard from some of his supporters that he was coming around to our side. I left disappointed. Not to say everything he had to say was bad – there are some things within his statement with which those of fighting the Common Core can agree. What I was most disappointed by was the way in which he framed the debate. I think it further confuses the issue and does not help in advancing our attempt to root these standards out.

If I were to boil his statement down it would read: “I oppose what the Common Core has become, the Common Core as a brand is dead, but let’s keep the standards and the assessments.”

I wanted to provide an analysis of his statement below.

I don’t support what Common Core has become in many states or school districts. I am dead set against the Federal government creating a uniform curriculum for any subject. I oppose the collection of data on any student in order to identify them and then track them,

High-Stakes Decisions: The Legal Landscape of Exit Exams Required to Graduate

High school exit exam requirements are impacting a growing number of U.S. students, particularly low-income students and students of color. This peer-reviewed article examines policy and legal landscape of exit testing policy in order to shed light on some of the key issues facing local school leaders charged with implementing these policies. The article first analyzes federal and state-level court cases related to exit testing, and examines the conditions under which courts have permitted and bounded their use. The article then discuses the broader legal and legislative environment that has affected the ability of leaders to respond to exit testing requirements.

We conclude in the article that the persistent resource inequalities and growing segregation in many contexts means that the issue of “opportunity to learn” will remain a significant problem in the implementation of high-stakes exit testing. We proffer these problems will pose the most significant challenges to educators and leaders working in high poverty schools and school districts. In the paper High stakes decisions: The legal landscape of gatekeeping exit exams and the implications for schools and leaders, we propose several recommendations for state policymakers and educational leaders seeking to raise standards and improve outcomes for the most at-risk youth facing exams required for graduation.

First, state policymakers seeking to adopt exit tests should focus on ensuring students have access to the learning conditions necessary to meet the new requirements. This means not only providing on-going, stable and significant funding for remediation as suggested by the state settlements described above; it also means ensuring greater equality in resources more broadly both in terms of per pupil funding and also in terms of access to high quality
