In Miss Rasa's Room 3, today is the best day: There's painting, storytelling and blowing through a straw to see whether water, milk or dishwater creates more bubbles.

For children in Rasa Radavicius's class, every day seems to be good. Such is the world of preschool, where learning happens via blithe immersion in the moment.

Come July 1, that world will change, when the state cuts its preschool and toddler-care program for low-income families by 15 percent, or $140 million, and also toughens eligibility requirements. That will wipe out 28,000 slots statewide from subsidized preschools such as Room 3's Parkway Child Development Center, staffed by credentialed teachers and held up as a state model.

For state preschools, including 42 in Santa Clara County, already operating on the margin because of low state reimbursement rates, the cuts will close doors and turn away families. Even worse, a deeper cut of $124 million, or 10 percent, to reimbursement rates could follow.

Just what America needs: richer rich people.

Collectively, U.S. millionaires are going to go from $39 trillion to $87 trillion in wealth by 2020, according to a study the Deloitte Center for Financial Services and Oxford Economics released last week.

Not a word about what happens to hundredaires, thousandaires or even hundred-thousandaires. Perhaps they’ll keep looking for jobs, losing homes to foreclosure and filing for bankruptcy. Or maybe all those trillions will one day trickle down.

Meantime, there has got to be at least one bespectacled, brainiac problem-solver in Washington thinking, “Hmm, trillions? We only need $14 trillion to end the nation’s debt crisis. Thanks, Deloitte.”

Deloitte, however, is not pointing this out for the tax man. This is for bankers, insurance peddlers and wealth

The National Education Association makes its formal political endorsements at its Representative Assembly, which occurs each year around July 4. In 2011 the assembled Representatives will have a motion to endorse Barack Obama for reelection in 2012. The union's Political Action Committee made that decision this past week. Sam Stein provides good detail of the background of the decision in this Huffington Post piece. In short, the decision is in part payback for the number of teacher jobs saved by the stimulus, and also is because so far no one even remotely likely on the Republican side comes close to Obama on issues that matter to the NEA.

There is one more consideration. Had the state presidents not proposed a resolution for this year's assembly, formal endorsement would not have been possible until July of 2012. Stein quotess the union's director of campaigns and elections, Karen White:

If there was going to be any action taken this calendar it had to happen this week,” she said, noting, with a tinge of regret, that the union had only had four months during the 2008 election to help campaign for Obama. Owing to that constraint, she added, the NEA’s state presidents made the calculation at their annual meeting on Thursday that no one currently in the GOP presidential field -- or in the field of potential entrants -- offered a more favorable platform for its members.
