The Bipartisan Assault on Public Schools

Betsy Devos was no exception in education. She pushed an agenda that Republicans and Democrats have strangely united behind for years.

Two years ago, Margaret Spellings, George W. Bush’s secretary of education, and Arne Duncan, Barack Obama’s secretary of education, wrote an opinion article in The Washington Post lamenting the decline of public support for the bipartisan consensus about education policy that began under Ronald Reagan. Elected officials strongly supported a regime of testing, accountability, and school choice, they wrote, but public enthusiasm was waning due to a lack of “courage” and “political will.”

They were right. Elected officials, educators, and parents were rapidly losing faith in the bipartisan consensus. For a decade, it had failed to produce any improvement on national tests. Parents were opting their children out of the annual testing mandated by federal law; in New York, 20 percent of eligible students refused to take them. Teachers went to court to fight the test-based evaluation methods imposed by Duncan’s Race to the Top. Communities from Los Angeles to Philadelphia were complaining about the growth of charter schools, which diverted funds away from public schools. A year after Spellings and Duncan’s essay appeared, teachers across the nation, from West Virginia to California, went on strike to protest low wages, low funding, and large class sizes, issues that were ignored during the era of bipartisan consensus.

What went wrong? Why did the bipartisan consensus that Spellings and Duncan praised fall apart? In their new book, historian Jack Schneider and journalist Jennifer Berkshire provide a valuable guide to the history and the politics of the rise and fall of the bipartisan consensus. Theirs is indeed a cautionary tale, because they show how Republicans and Democrats joined to support failed policies whose ultimate goal was to eliminate public education and replace it with a free-market approach to schooling. Betsy DeVos was publicly reviled for her contemptuous attitudes toward public schools, but she was not an exception to the bipartisan consensus: She was its ultimate embodiment. It's its own genre now. Generally runs something like this:

I think teachers are mighty swell and I respect the hard work they do, but as you can see from these studies that I have carefully cherry-picked selected, the science says that school buildings should be fully open right now, and teachers and their unions have no damn excuse not to get the hell back in their and do their frickin' job, for which I respect them very much (though I may have to stop respecting them soon if they don't get the hell back in there).

And if educators and their unions don’t embrace the established science, they risk continuing to widen gaps in educational attainment — and losing the support of their many long-time allies, like me.

Sigh.

There are many, many twists and turns to the debate about red-opening buildings (schools, I want to be clear, have not ceased operation). CDC advice has varied over time, and continues to include guidance like the hilarious advice in the new guidelines that districts should recruit and train a whole bunch of substitutes to cover the many staff absences they're about to have, and that sounds reasonable, unless you've been around the education system in the last ten years in which case you know that the CDC might as well suggest that the new army of subs be trained to ride unicorns that CONTINUE READING: CURMUDGUCATION: What Is The Secret Teacher Plot?

The shame of a nation.

My blood is boiling after seeing news and videos of violent American fascists ("Proud Boys) being turned loose on mask wearers and counter-protesters in D.C. yesterday. 

This follows by days 126 Republican congressmen and 17 red-state attorneys general signing on to the Texas lawsuit aimed at disenfranchising millions of voters, especially voters of color. As expected, the Supreme Court on Friday rejected the suit -- with only wingnut justices Alito and Thomas mumbling their dissent -- but not before more than 60% of House Republicans had signed onto the effort. This group of election deniers reached beyond Trump’s staunchest allies and included powerful figures such as the chamber’s top two officials and the leaders of influential committees, all of whom put their official stamp on this fascist measure. 

This from the New York Times:

“Since election night, a lot of people have been confusing voters by spinning Kenyan birther-type, ‘Chavez rigged the election from the grave’ conspiracy theories,” said Senator Ben Sasse, Republican of Nebraska. “But every American who cares about the rule of law should take comfort that the Supreme Court — including all three of President Trump’s picks — closed the book on the nonsense.”

With all due respect to Sen. Sasse, I take little comfort in the decision. The Supremes did what they needed to do to regain any semblance of their lost credibility. Nor should we believe that it "closed the book on the nonsense." Its authors are only in the middle of Chapter I.
