Media exec Cathie Black, who has no education background, will get a second-in-command with experience in city schools so that she can receive a waiver from the state.City and state officials have reached a deal so Mayor Bloomberg's pick for schools chancellor can take the post, sources said.

Shael Polokaw-Suransky, a former principal who is currently the deputy chancellor for accountability, will become Black's chief academic officer.
The mayor announced Black would replace outgoing Schools Chancellor Joel Klein on Nov. 9.
