Former CTC attorney turned whistleblower, Kathleen Carroll, will now represent credential holders and/or credential applicants under review for misconduct by the CTC. She is a staunch advocate for public education and adamantly opposes all attempts at privatizing our public education system.

She has been a regular guest on KPFA radio in Berkeley, CA, has participated in a number of educational conferences on the privatization movement that can be viewed on Youtube, and received media attention in 2011 when a scathing audit of the CTC became public that Carroll initiated through her whistleblowing activities.

I like data. There I said it. But the caveat is I like data that I choose and create, not necessarily data that someone thinks is important or useful. That may just be a topic I’ll explore in a future post. This post is more about fun and playing with data.

Last year I created this video for 2012 and decided maybe I’d replicate it for 2013. My plan was to simply work off the keynote I created and swap out numbers and a few images. Should be easy. For whatever reason, I could not find the original keynote file. Thus I started from scratch but essentially recreated the same video. The process is to create a keynote presentation with all the builds and animations, export it out to imovie, add your music and voila. While it was more work than I wanted, probably about 6 hours total, I do like the possibilities of keynote for other things like kinetic typography. I know the pros will use After Effects which does the best job, but keynote and powerpoint can probably get pretty close.

At any rate, here’s my year in numbers.

K-12 News Network has obtained an email that the United Way sent to its partner groups advertising an informational session held by Superintendent John Deasy that will provide details on the rollout of Local Control Funding Formula councils. These councils, part of Local Control Accountability Plans, must by law include community members, parents, teachers, and others who will participate in determining funding priorities for Los Angeles Unified schools. They will be expected to review preliminary budgets and provide feedback and oversight so that foster children, those from low-income backgrounds, English language learners, and special ed learners will receive the extra funds mandated by Proposition 30 set aside for their education.

This meeting is Monday, January 13, 2014. Did you get the memo? How has the outreach been to you, parents and community members in LAUSD’s many sub-districts?

If you didn’t “get the memo,” are the grasstops — community groups that get funding from the United Way — seemingly the only ones that are looped in to this kind of information? Are the grassroots — every day parents, teachers, and other people who care about public education — getting this same kind of information and access? How has outreach been, LAUSD grassroots?

What do you say, Los Angeles Unified parents? If you aren’t prepared or able to serve on a Parent Advisory Council, do you know who does, so you can have a voice in the process?

Dear Secretary Duncan:

The U.S. Supreme Court justice and polymath Oliver Wendell Holmes Jr. reportedly said: "I would not give a fig for the simplicity this side of complexity, but I would give my life for the simplicity on the other side of complexity." It's an important statement in the context of school reform today.

The results of the 2012 Program for International Student Assessment, or PISA, were released last month. Mr. Duncan, you stood with Angel Gurria, the secretary general of the Organization for Economic Cooperation and Development, which oversees PISA, and declared that the results for the United States "are straightforward and stark: It is a picture of educational stagnation." When the results of the 2009 PISA were released, you said: "Americans need to wake up to this educational reality—instead of napping at the wheel while emerging competitors prepare their students for economic leadership." For these comments, Justice Holmes would not even give you a fig.

Guiding Principle #1, creating a safe and supportive school environment, is a great first step. However, we must move beyond expressing idealistic principles, and more towards implementing pragmatic best practices. Schools consisting of low-income, high-trauma, and at-risk student populations need targeted approaches. My school, a DCPS traditional public middle school in Ward 8, needs more than guiding principles; we need differentiated support and resources.

GUIDING PRINCIPLE 1: CLIMATE AND PREVENTION

The first step in building safe and supportive schools conducive to academic excellence and student success is to create positive climates. Such climates prevent problem behaviors before they occur and reduce the need for disciplinary interventions that can interfere with student learning.

I agree wholeheartedly that a positive school climate is critical in “building safe and supportive schools conducive to academic excellence and student success.” In fact, the start of each school year serves as a pivotal point for establishing school culture and norms. If establishing such a school-wide culture is imperative for student success, then we must reevaluate the role of pre-service week. This critical week must allow for teacher input. School-wide plans, created in isolation, will inevitably falter throughout the school year. Thus, teacher “buy-in” is critical to maintain consistency throughout any school-wide initiative’s implementation process.

ACTION STEPS

(1) Engage in deliberate efforts to create positive school climates.

Given the relationship between school climate and academic achievement, schools should take deliberate steps to create a positive school climate in which every student can learn, fully engage in a rigorous curriculum, and feel safe, nurtured, and welcome.

School climate requires participation from all stakeholders. Teaching in “silos” must come to an end. School-wide norms and expectations must seep through each, and every, classroom. Moreover, each, and every, household must acknowledge, and agree upon, school-wide

Today I want to share the bright light of one child. I have altered the story a bit in order to protect his identity, but the essence is the same and the nuggets of information are true. The name is generic on purpose; his real name is so beautiful and creative - I only wish I could share it here.

Meet John. John and I first met on a class walk around the block in which we were developing our skills of observation for a science experiment. I had watched John for several days in his class. He stayed quiet. He kept to himself. He didn't want to talk to me as I moved from table to table talking to the kids about their reading. I am very accustomed to this; the children I work with often do not trust. It takes time. Today, I was lucky enough to be his walking partner. Teachers who are reading this probably know how happy I was about this - as a literacy coach who moves in and out of classrooms - an opportunity - a moment - to be with one child - can be like winning the lottery. Much has been made of late regarding the erroneous classification of 44 teachers in Washington DCas ineffective, thus facing job consequences. This particular erroneous rating was based on an “error” in the calculation of the teachers’ total ratings, as acknowledged by the consulting firm applying the ratings. That is, in this case, the consultants simply did not carry out their calculations as intended. This is not to suggest by any stretch that the intended calculations are necessarily more accurate or precise than the unintended error. That is, there certainly may be far more – are likely far more than these 44 teachers whose ratings fall arbitrarily and capriciously in the zone whereby those teachers would face employment consequences.

So, how can we tell… how can we identify such teachers. Well, DC’s own evaluation study of IMPACT provides us one useful road map and even a list of individuals arbitrarily harmed by the evaluation model. As I’ve stated on many, many occasions, it is simply inappropriate to make bright line distinctions through fuzzy data. Teacher evaluation data are fuzzy. Yet teacher evaluation systems like IMPACT impose on those data many bright lines – cut points… to make important consequential decisions. Distinctions which are unwarranted. Distinctions which characterize as substantively different individuals who simply are not.

Nowhere is this more clearly acknowledged than in Tom Dee and Jim Wyckoff’s choice of regression discontinuity to evaluate the effect of being place in different performance categories. I
