Explaining The Consistently Inconsistent Results of Charter Schools, Part One

As discussed in a previous post, there is a fairly well-developed body of evidence showing that charter and regular public schools vary widely in their impacts on achievement growth. This research finds that, on the whole, there is usually not much of a difference between them, and when there are differences, they tend to be very modest. In other words, there is nothing about “charterness” that leads to strong results.

It is, however, the exceptions that are often most instructive to policy. By taking a look at the handful of schools that are successful, we might finally start moving past the “horse race” incarnation of the charter debate, and start figuring out which specific policies and conditions are associated with success, at least in terms of test

The number of students taught in traditional district-run schools is shrinking fast. That’s because parents in post-Hurricane Katrina can pick and choose from a smorgasbord of schools with different approaches and cultures.

We had nearly 50 education journalists in Chicago for a one-day EWA seminar on "Evaluating Teachers: Beyond the Rhetoric." I encourage you to read some of the terrific work being done this week by the seminar participants, including the Kalamazoo Gazette's Julie Mack and Dave Murray of the Grand Rapids Press. (I'll post additional stories as they are published.) Mack cleverly organized some of the lessons from the seminar into "10 things to think about as Michigan and other states overhaul teacher evaluations." Her summary is both thoughtful and engaging. Dave Murray reported on one of the more controversial remarks made at Saturday's event, by Tim Knowles, the John Dewey director of the University of Chicago Urban Education Institute. Knowles
