Mixed local reaction to Obama education changes

A proposed revision of the federal government's flagship effort to improve schools would ease the burden most of them face in trying to pass annual benchmark tests, compared with the current No Child Left Behind law.
But the Obama administration's plan would impose stiff sanctions on a relatively small number of persistently low-achieving schools. Such schools, including some in Philadelphia, would be restructured.
The Elementary and Secondary Education Act overhaul "blueprint," released earlier this month, has yet to be introduced as legislation; many details have not been completed.
No Child Left Behind, passed in 2001, has become a fixture in the education landscape. It requires students to take annual proficiency tests. Schools face sanctions if all students or those in certain categories - learning disabled, minorities, English Language Learners, or economically disadvantaged - don't do well.
Schools rated as "failing" have to allow students to transfer, must use some federal funding for tutoring, and will get increased state oversight.
All children are supposed to meet state standards by 2014, a goal widely seen as unrealistic. About a quarter of Pennsylvania's 3,115 tested schools did not meet reading and math targets last year. In New Jersey, 35 percent of 2,222 schools did not make the grade.

School board President Richard Barrera laid out his vision for the future of San Diego Unified in the annual State of the District address tonight at Cherokee Point Elementary. Here were some of the highlights:
• Barrera said that schools clearly need to improve, but he drew a bright line between the "corporate model" of school reform, which he linked to No Child Left Behind and the reforms of former Superintendent Alan Bersin, and the "community model" he favors.
What does he mean? Barrera defined the corporate model as change that comes from the top, by setting easy-to-measure standards for which local schools and teachers are accountable. It punishes schools where students fail on standardized tests and rewards schools where they do well.
In contrast, Barrera described the community model as being driven by teachers, parents and others close to schools. It is built on strong relationships between people in a school community, stability and small class sizes where teachers can tailor their teaching to each student, Barrera said.

Are Teachers Unions To Blame For Failing Schools?
In the quest to remake America's public schools, teachers unions have frequently been blasted as an obstacle to improvement.
Critics say the unions shield poor teachers and make it difficult for districts to implement changes to improve the quality of teaching in the classroom. Some even argue that the current union structure is the main factor undermining U.S. schools today.
But do unions really deserve more of the blame than shrinking budgets and the poverty and other problems students face at home?
A group of experts recently took on that question in an Oxford-style debate, part of the Intelligence Squared U.S. series. Three argued for the motion "Don't Blame Teachers Unions For Our Failing Schools," and three argued against.
In a vote before the debate, the audience at New York University's Skirball Center for the Performing Arts voted 24 percent in favor of the motion "Don't Blame Teachers Unions For Our Failing Schools," and 43 percent voted against. A third of the audience was undecided.
The team arguing against the proposition moved the most minds — 68 percent of the audience disagreed with the motion "Don't Blame Teachers Unions For Our Failing Schools" by the end of the debate. Twenty-five percent supported the motion and 7 percent remained undecided.

She is currently a mathematics coach working with both teachers and students from kindergarten through fourth grade. Gary Smuts is superintendent of the ABC Unified School District, known throughout California as a leader in educational planning and innovation. He began his teaching career in 1972 at Pius X High School in Downey, Calif., and for eight years, served as principal of Cerritos High School. In 1998, Smuts was appointed director of curriculum and instruction for the ABC Unified School District, where he served in several positions before becoming superintendent in 2005. He was recently named 2009 Superintendent of the Year by the Association of California School Administrators.

Attorney General Swanson sues California charity

St. Paul, MN -- Minnesota Attorney General Lori Swanson today (Wednesday, March 24) filed a lawsuit against a California nonprofit corporation that sold college entrance test preparation materials to trusting Minnesota parents by misleading them into believing that their child had requested the materials, that the organization was affiliated with the child’s school, and that the proceeds from their purchase would be used to make extensive scholarships to underprivileged children.
“Minnesotans are generous people who are always willing to lend a hand to help a good cause. Especially in this bad economy where so many budgets are stretched thin, people should research any organization that calls asking for money to make sure their generosity goes to reputable charities,” said Attorney General Swanson.
Attorney General Swanson added: “Many nonprofits have had to do more with less money as donations have fallen and the need for their services has risen in this recession. People should do their homework before responding to telemarketing solicitation calls so that their donations are used as intended.”
According to a October, 2009 report by GuideStar USA, 51 percent of charities that accept public donations saw a decline in donations in the first nine months of 2009 compared to the same period in 2008, and 62 percent reported an increase in demand for their organization’s services.
The lawsuit--filed against Dream Scholars Foundation, a San Diego, California nonprofit corporation--alleges that Dream Scholars sells college entrance test preparation materials and other products by misleading parents.

Democrats assist their nonprofit friends.
President Obama and Congressional Democrats have been criticized for being antibusiness. But Washington is about to bestow a huge gift upon one particular type of business—the type that doesn't pay taxes.
Despite bipartisan opposition, this week the Democrats hope to use budget reconciliation in the Senate to ram through changes to the health-care bill the House passed on Sunday. Coming along for the legislative ride is a federal takeover of the student-loan market.
On the heels of recent changes in the law that discourage private loans to students, the new reconciliation bill includes a ban on private companies originating federally guaranteed loans. All such loans will now come directly from the U.S. Department of Education.
This plan is hitched to ObamaCare for several reasons. For one, the student-loan takeover could never attract a filibuster-proof 60 votes if it had to pass as a stand-alone measure, and it might not even get 51. The government's bogus accounting for student loans also creates the illusion that this bill will help save enough money in the first five years to protect the ObamaCare provisions from Republican challenges under budget rules. Twenty-five Valley college students flew to Sacramento to participate with thousands in the March in March protest against education budget cuts on Monday.
The Associated Student Union and Political Action Committee organized the event and their main objective was to meet with legislators and share personal stories of how the budget cuts affect them directly.
“They cut back in bad times, but you don’t get it back in good times.” said Valley College philosophy professor, Zach Knorr, who helped organize the event.
The protest began in Raley Field, nestled amongst abandoned warehouses and train yards. Chartered buses, cabs, and airport shuttles emptied students and faculty onto the staging grounds at Lot B. Thousands of students awaited the march to commence, and when it did, a sea of people crashed out and flowed onto Ballpark Drive toward Capital Mall. Strategically placed police on horseback, bikes, and motorcycles along the mall dammed the protestors to the three right lanes, and were usually successful in their aim.
The march continued for about a mile and ended at the north steps of the state capital.
Several speakers took the stage over the next couple of hours; including students and faculty member like Pres. Reid Milburn of the Student Senate for California Community Colleges, who was Master of Ceremonies.
“We’re tired of our fees being raised … our courses canceled!” Milburn passionately exclaimed to a cheering crowd. “How are we going to save our future if we can’t get into our classes?”

If you have college-bound children or are still in school yourself, you are only too keenly aware of the high price of education: $20,000, $40,000, $60,000 a year and up.
While tuition costs for traditional higher education seem to be soaring in multiples way above the cost of living index, market forces and technology are also converging to offer new approaches.
For example, as Kevin Carey reports, an online education provider calledStraighterLine offers online courses in subjects such as accounting, statistics, and math — for a flat rate of $99 a month, plus $39 for each course started. The company offers Web-based course materials, videos, podcasts, and collaborative online study groups. According to the report, StraighterLine courses were designed and overseen by professors with PhDs. Again, all for $99 a month, or a fraction of the cost of traditional institutions — or even online institutions.
StraighterLine was founded by Internet entrepreneur Burck Smith, who “envisions a world where [students] can seamlessly assemble credits and degrees from multiple online providers, each specializing in certain subjects and — most importantly — fiercely competing on price.” StraighterLine partners include CharterOak State College, Fort Hays State University, Lake City Community College, Potomac College, and Kaplan University.
Will traditional higher education follow the path of other industries, such as automakers, banks, and newspapers into the financial abyss? Carey makes the observation that “Colleges are caught in the same kind of debt-fueled price spiral that just blew up the real estate market. They’re also in the information business in a time when technology is driving down the cost of selling information to record, destabilizing lows.”

OAKLAND — Schools Superintendent Tony Smith told a crowd of frustrated parents and teachers Wednesday morning that the state had identified "the wrong set of schools" to undergo a major overhaul, one of four federally prescribed interventions for the nation's lowest-performing schools.
He said he found the process facing four of the city's public middle schools — new schools that have opened since 2006 — to be "unjust" and "unacceptable," and that the timeline to make the changes was far too short.
But those who were hoping the superintendent might go a step further and reject those interventions, which include school closure, charter conversion and principal and staff replacement, likely left the meeting disappointed.
"We also have to acknowledge that this is the law," Smith said. Later, he explained, "If the district does not follow through on the legal requirements, sanctions could include a return to state administration."
Districts scrambling
Districts around the Bay Area with schools on the lowest-achieving list, including Hayward, San Lorenzo, West Contra Costa and Mt. Diablo, are now scrambling to figure out how to move forward. If they apply for a federal school improvement grant, they will be required to undergo drastic changes by Aug. 30. If they forego the money, they could buy more time.

They propose changes in admissions policies that would boost enrollment of minorities across the system and promise to help create campus environments in which minority students feel more comfortable.
UC President Mark G. Yudof and other UC regents acknowledged that the UC San Diego episodes, including an off-campus student party that mocked Black History Month, has brought attention to the low enrollment of African American students on the campus. About 1.6% of UC San Diego undergraduates are black, among the lowest such figures for any UC campus. The UC leaders promised to help create campus environments in which minority students feel more comfortable.
Speaking during a regents meeting at UC San Francisco, Yudof said he wanted all UC campuses to adopt an admissions process known as "holistic" review, in which applicants' test scores and high school grades are considered in the context of their life experiences and personal accomplishments.
"I want a system that is less mechanical and takes a serious look at a range of talents and skills and history, and takes into account poverty," Yudof said.
Holistic review is permitted at the university, but Yudof said he would like it to be required at all nine UC undergraduate campuses. SAN FRANCISCO — Responding to racist incidents on the San Diego, Santa Cruz and Davis campuses, University of California leaders vowed Wednesday to improve race relations at the 10-campus system.
A better admissions process and other changes would help minority students feel more comfortable, UC President Mark Yudof said during a contentious Board of Regents meeting at UC San Francisco.
"We stand with you," he told students. "We will support you. There are no excuses for the behavior we've witnessed."
Several students spoke passionately about the pain caused by the flurry of incidents in January and February. The incidents included a noose found hanging at a UC San Diego library and swastikas painted on UC Davis doors.
Regents took no action on the issue Wednesday, but UC officials promised to take students' concerns seriously and to act soon. The university also appointed Christopher Edley, the UC Berkeley law dean whose background is in civil-rights law, to advise UC San Diego.

Congress manages to pass a massive health-insurance bill, but the State Legislature still can’t resolve its budget deficit.
Weds., March 10: Sacramento Bee political columnist Dan Walters reports, on Capitol Alert, that, according to a study by the California Postsecondary Education Commission, California’s colleges and universities will face an enrollment demand of nearly 400,000 more students by the end of the decade, up from 2.36 million to 2.75 million. They will need another $1.5 billion a year in operating revenue to handle the growth, Walters writes.
