SMACKDOWN IN THE IVORY TOWER: Linda McMahon's Compact 2.0 Gets a Folding Chair to the Face

SMACKDOWN IN THE IVORY TOWER: Linda McMahon's Compact 2.0 Gets a Folding Chair to the Face

The WWE Hall of Famer turned Education Secretary thought she knew how to run a script. Turns out, professors read footnotes.

You have to hand it to Linda McMahon. The woman spent decades booking professional wrestling storylines where the outcome was predetermined, the villain got booed on cue, and the crowd went home satisfied that justice had been served. Now, as Secretary of Education, she's running the same playbook on America's universities — and she's discovering, to her considerable chagrin, that tenured faculty do not follow scripts.

Compact 1.0, formally titled the "Compact for Academic Excellence in Higher Education" — which is the kind of name you give something when you want it to sound like a dental insurance plan while it's actually a loyalty oath — landed on the desks of nine elite universities in October 2025. The offer was simple, in the way that mob protection rackets are simple: sign here, cap your international students at 15%, eliminate DEI, freeze tuition, reorient your research toward "America First" priorities, and we'll make sure the federal funding keeps flowing. Don't sign, and, well... nice laboratory you got there.

Seven of the nine told the administration exactly where to put it.

MIT said no. Brown said no. Dartmouth, Penn, UVA, USC, and the University of Arizona all said no. Faculty senates passed resolutions. Students marched. At UVA, more than a thousand people showed up outside the interim president's office, and the administration rejected the compact within hours — which suggests that the ancient academic tradition of the strongly worded petition remains, in fact, a devastatingly effective tool.

The original Compact didn't just lose. It got pinned to the mat in the first round.

ENTER COMPACT 2.0: NOW WITH 40% FEWER EXPLICIT THREATS

So the administration went back to the writers' room.

On August 3, 2026, Secretary McMahon sent a new letter to every college and university in America — every one, this time, not just the nine she thought she could muscle — formally titled "A National Call to Action to University Presidents and Governing Boards." The higher education community immediately dubbed it Compact 2.0, because the entire sector has apparently developed the same instinct for sequels that Hollywood has, except with better fact-checking.

The new version is, on its face, considerably softer. The explicit funding threats are gone. The international student enrollment caps are gone. The specific attacks on transgender students are gone. Instead, institutions are simply asked — asked, mind you, voluntarily, no pressure, just asking — to post a public statement on their websites by the end of 2026 addressing seven areas of concern, including merit-based admissions, free expression, viewpoint diversity, affordability, academic rigor, foreign influence, and "prioritizing American interests."

The AAUP and AFT, to their credit, immediately identified this maneuver for what it is: a tactical retreat dressed up as a goodwill gesture. They called the removal of Compact 1.0's worst elements not a sign of the administration's reasonableness, but a victory produced by resistance — proof, they said, that organized pushback works. Then they announced they would keep pushing back anyway, because the goal posts may have moved, but the goal is the same.

The American Council on Education, the AAUP, the AFT, the Communications Workers of America, PEN America, and the Alliance for Higher Education all mobilized. A coalition toolkit was distributed. Campus teach-ins were scheduled. And tonight — September 10th, 7 p.m. Eastern — the AAUP is holding a public webinar literally titled "Compact 2.0: What It Is and How We're Fighting Back," which is either a sign of robust democratic organizing or the most aggressively on-the-nose event title in the history of academic webinars. Possibly both.

THE VOLUNTARY TRAP

Here is the part where a wrestling metaphor becomes genuinely useful.

In professional wrestling, there is a move called the "heel turn" — where a character who has been positioned as a hero gradually reveals themselves to be the villain, usually through a series of actions that seem reasonable in isolation but add up to something sinister. Compact 2.0 is a heel turn executed in slow motion, and the academic community knows it.

The logic is straightforward: if institutions voluntarily publish statements affirming merit-based admissions, viewpoint diversity, restrictions on protest, and "American priorities" in research, those statements can later be used as compliance benchmarks. Today's voluntary pledge becomes tomorrow's regulatory baseline. And the day after that, the Heritage Foundation — which, with impeccable timing, released model state legislation the day after McMahon's letter dropped — is ready to codify the whole framework at the state level, where "voluntary" becomes mandatory and the federal government's fingerprints are conveniently absent.

Scholar Liliana Garces, writing for the Alliance for Higher Education, described the rhetorical architecture of Compact 2.0 as built on false choices and hidden assumptions — a debate framed by the powerful before the debate has even begun. "Merit" does the work of race. "American students and faculty" does the work of exclusion. "Unruly and violent protesters" does the work of suppression. The language is softer. The agenda is not.

THE COLLABORATORS IN THE CORNER

No wrestling storyline is complete without a turn by someone the crowd trusted. Here, the role is played by four university presidents — Andrew Martin at Washington University in St. Louis, Michael Crow at Arizona State, Doug Girod at the University of Kansas, and Ronald Daniels at Johns Hopkins — who reportedly collaborated with the Trump administration in crafting Compact 2.0. The AAUP and AFT described this as an "unconscionable dereliction of duty," which, translated from academic into plain English, means: you had one job.

The Association of American Universities is also named as having cooperated, which completes the tableau of institutional leaders who apparently looked at the wreckage of Compact 1.0 and thought: what if we helped them do it better this time?

THE LAWSUITS WARMING UP IN THE BULLPEN

Meanwhile, the legal community is taking notes.

Higher education attorneys and advocacy groups have been building a fairly robust argument that tying federal funding — even implicitly, even through the threat of future non-cooperation — to ideological pledges implicates First Amendment protections and institutional due process. Financial coercion dressed as voluntary compliance is still financial coercion, and the courts have occasionally noticed this distinction.

If Compact 2.0 evolves — through state legislation, through administrative pressure, through differential treatment of compliant versus non-compliant institutions — the litigation infrastructure is already being constructed. The AAUP's toolkit includes legal analysis. The AFT has lawyers. Harvard, which has already been through the funding-freeze wars, has lawyers who have lawyers.

The administration may be betting that "voluntary" is legally bulletproof. History suggests that bet has poor odds when the voluntariness is, shall we say, noticeably coerced.

THE BOTTOM LINE

Linda McMahon knows better than most that the best storylines are the ones where the audience thinks the ending is predetermined — right up until it isn't. Compact 1.0 was supposed to be a quick submission hold. Instead, it got reversed, and the challenger stood up and walked out of the ring.

Compact 2.0 is the rematch. The administration has learned to hit softer, to smile more, to frame the chokehold as a friendly handshake. But the faculty, the unions, the students, and the legal scholars watching ringside have seen this match before. They know how it ends when the referee looks away.

The resistance that killed the first Compact is the same resistance organizing tonight on a webinar, drafting litigation memos, passing faculty senate resolutions, and declining — firmly, publicly, and with extensive footnotes — to sign anything at all.

The Education Secretary may be a Hall of Famer. But in academia, everybody gets to keep the tape.

The AAUP's "Compact 2.0: What It Is and How We're Fighting Back" webinar takes place tonight, September 10, at 7 p.m. Eastern. Attendance is free. Footnotes are encouraged.
