Charter School Teaching: Similar to or Different than Regular Public Schools?

Since 1991 when Minnesota launched the first charter schools, the movement to create publicly funded charters freed from district rules where parents can choose to send their children has spread to 40 states (and the District of Columbia) enrolling almost two million students (nearly four percent of all public school students) in over 5,000 schools (over five percent of all public schools). Most charter schools are located in urban districts with one-quarter to one-third of all students enrolled in charters. In some cases such as New Orleans, the majority of children and youth attend charter schools.
The theory driving charter schools is that schools unchained from district policies (including union contracts) for three to five years  would have legal, budgetary, and organizational autonomy to steer its own course and, through innovative changes, increase the quality of schooling. Moreover,  charter schools would be held accountable to the market—parents and students choose to attend—and to stipulations in the charter itself to

 My mother came to America from El Salvador. My paternal grandparents came from Europe. Each one immigrated legally, which is the essence of the American experience – huddled masses yearning to be free and all that.
However, in the eyes of many Americans, my mother and grandparents were selfish and immoral. After all, whenever a debate starts up aboutimmigration, it’s just a matter of time before someone says, “They need to stay and fix their own countries instead of coming here.”
The implication is that people have an ethical obligation to remain in their homelands rather than try to improve their own lives. Of course, none of the Americans saying this have ancestors who took that advice. As soon as Ireland ran a little low on potatoes, for example, lots of people said “see ya” rather than stick around for the sake of rescuing Belfast.
In fact, the United States would not exist if everybody stayed home to fix his or her own nation.This place would be nothing but Native Americans, lost Canadians and a stray Mexican or two. So, why would anyone make this argument, which is so easily refuted by pointing to their own familial history? The reason is simple: many people want to establish a connection

Special Ed Child Forced to Take Test, Mom Threatened by School Officials in Oceanside, NY

If you had a child with special needs who struggled to learn and who was stressed out about the upcoming state test, would you consider opting out?  Christine Dougherty did in Oceanside, NY, and she notified the school.

She did not expect the reply she got, however, with a threatening rebuttal and an accusation of "educational neglect" --along with a threat by the principal, Mr. Capone, to call Child Protective Services if Joseph was opted out.

Then Mr. Capone, the principal, forced Christine's son, Joseph, to take the test without the conditions set out in his Individual Education Plan (IEP).

The New York City public school system is the largest in the country, with responsibility for educat­ing more than 1 million children.
The ability of the New York City public schools to meet that responsibility holds national signifi­cance. The high national profile of the city’s education reforms in recent years, and the much-echoed calls for replication in other cities, offer strong evidence of this.
Unfortunately, the city’s public school system is failing to meet its responsibilities for most of its stu­dents — particularly for Black and Latino students, and for students from low-income families. While New York will claim increases in graduation rates, yet less than 18 percent of black and brown students are proficient in reading on the National Assessment test and over two-thirds of those who graduate must pay thousands of dollars in higher

What happens when there is little accountability?

A recent study by researchers at Western Michigan University revealed an unpleasant side of the charter school movement. Charter schools are privately operated schools that receive tax dollars from the state for each student they enroll. The advocates for charters like to frame them as public schools offering an alternative to the "other public schools." In fact they are private schools unencumbered by many of the laws that local public schools must follow and the same oversight. For example, charter schools do not have elected school boards accountable to the local community.

The Knowledge Is Power Program (KIPP) is one of the largest charter school companies in the US & has shown significant gains in student achievement.  Once you look closely at their operations, their success isn't surprising.  Would that model work for public schools?alabama charter schools
KIPP began in 1994 when two Teach for America teachers decided to create a program to engage middle school students.  As any parent or teacher can tell you, that's a rough age.  The kids aren't cute little elementary students and they aren't more mature high schoolers who have an idea of college or career plans.  They're in the middle of a transition from childhood to young adulthood.
