SANDY – When a fledgling charter school took over the Cottrell Elementary building this fall, district administrators didn't worry about losing per-pupil state funding, and there were no protests decrying the move as a threat to public education.

That's because the Oregon Trail School District created the charter school.

Amid increasing budget constraints and continued pressure to reform public education, some savvy educators are taking advantage of federal charter school grants of up to $500,000 to create a hybrid: the district-initiated charter school.

In Oregon, taxpayers finance charter schools, which are typically run by organizations independent from school districts. But two Clackamas County

Did you know that Tom Boasberg, Superintendent of DenverPublic Schools, sends his child to a Waldorf School - where standardized highstakes testing doesn't exist?

Not only does it not exist - the Waldorf philosophycompletely disagrees with the concept of excessive, high stakes standardizedtesting. In addition, while DPS gets to have fun Racing to the Top - didyou know that Waldorf schools emphasize the importance of developmentallyappropriate learning - and they allow children to grow, learn, and breathe,while exploring life through art, music and play? While DPS kindergartners are being pushed to read, even whenthey aren’t ready, Waldorf students are not expected to learn to read untilsecond grade.

Ask me more about Waldorf. I know this subject well. My songoes to a Waldorf school. As a former public school teacher, I can tell youright now, that the reason I do what I do - fight for the preservation andimprovement of public schools - is because I know - first hand - thedifference between a Waldorf School and a public school that is required to submit tothe demands of high stakes testing. I know the harmful effects of highstakes testing - on children - teachers - and communities.

I KNEW that my child would get labeled ADD on his first day of kindergarten ina public school because he was NOT ready to learn to read and he would havedrowned mentally, physically and spiritually in the face of high stakestesting. When President George W. Bush joined congressmen John Boehner, George Miller and Edward Kennedy to sign the No Child Left Behind Act in January 2002, he touted the moment as a bipartisan victory for America's children.

"Today begins a new era, a new time in public education in our country," Bush proclaimed in Princeton, N.J., as he signed the bill into law on Jan. 8, 2002. "As of this hour, America's schools will be on a new path of reform, and a new path of results."

But 10 years later, results matching Bush's rhetorichaven't yet arrived -- and the law itself is unlikely to change any time soon.

Governor Cuomo gave his second State of the State Address in Albany today, outlining a number of goals and initiatives for public education. His speech followed a year of disappointment for public school parents and students, during which the State added about 350 City schools to its list of “Schools In Need of Improvement” in compliance with the federal “No Child Left Behind Act”, adjusted state scores showed a deepening crisis in our middle and elementary schools, and new figures showed that just one in four high school students graduate prepared for college.

It is a promo of a new fake-umentary infomericial by Juan Williams promoting charter schools. You remember that Juan Williams was fired from National Public Radio for anti-Muslim comments.

If student test scores are going to be part of a teacher’s evaluation, then I suggest we have a very sophisticated scoring system when it comes to the evaluation process. I am suggesting that we use a “degree of difficulty” system which would be similar to those used in a diving competition. In a diving competition, the difficulty of the chosen dive is factored into the scoring for the diver. A diver might perform a particular dive flawlessly, but because it wasn’t a very difficult dive to complete, the diver’s score might not be as high as one would expect. If a diver has some technical style flaws in a dive, but the dive was a very difficult one, the “degree of difficulty” factor would boost the score that otherwise would be low.

Each student in a teacher’s class should have a “degree of difficulty” assigned to them. Hopefully we would have enough common sense not to reveal that degree of difficulty to anyone other than the teacher, the evaluator, and the scoring organization. After the student’s tests are scored, the “degree of difficulty” multiplier would be applied
