The Gates Foundation has come out with a new report saying that principals in Los Angeles Unified School District’s (LAUSD) schools should have more authority in hiring teachers—No surprise there. Mayor Antonio Villaraigosa strongly backs the report—No surprise there, either. This increased authority would allow principals to permanently nix displaced tenured teachers who have long standing in the district, even if they have been displaced due to budget cuts, declining enrollment, illness or parental leave, thus negating the protections of the federal Family and Medical Leave Act (FMLA), the Los Angeles Times reported today.
FMLA provides employees with unpaid, job-protected leave of up to 12 weeks for having children or caring for sick family members. The law guarantees that employees have their same jobs when they return from leave, or at least a comparable job with the same employer AND at the same salary. I have advocated test boycotts to the advanced learning community a few times before.
Seven years ago my threat of a WASL boycott by Spectrum students drove then-superintendent Raj Manhas to make six specific promises to the Spectrum community. The boycott was broken, but so were all of the promises.
About five years ago I proposed opting out of the WASL as a tactic for Spectrum and APP families to evade proposed re-qualification requirements. The District pushed back by threatening to exit any student who didn't test. It got ugly for a little while, but the District blinked first and the re-qualification requirement was dropped.
Two years ago I recommended a WASL boycott to APP families that would end only when the District fulfilled the promises they made when splitting the program. The APP Advisory Committee didn't want to take or endorse any direct action and the result has been that the District hasn't done anything to fulfill their promises to APP students and families.
Now we see the beginning of the end. One Spectrum program, Lawton, has been killed. Another, Wedgwood, is
NEW YORK -- Milwaukee's voucher system, which allows low-income students to attend private schools using tax dollars, discriminates based on disability, according to a complaint filed Tuesday by the American Civil Liberties Union, the ACLU of Wisconsin Foundation and Disability Rights Wisconsin.
The complaint seeks an investigation into the system, which the groups allege segregates Milwaukee students, and expresses the desire to end the alleged discrimination, halt efforts to expand the system until the discrimination is fixed and mandate better oversight.
"This is creating a dual system of education and expanding it will make it worse," Karyn Rotker, Senior Staff Attorney at Wisconsin's ACLU, told The Huffington Post. The complaint names the Wisconsin Department of

In July of 1864, the New York State Legislature enacted an ordinance that created the Regents Examination system. The very first exam was given in November of 1869. It was the Legislature’s intent that the exams would not only assess student achievement, but also provide more funding to the schools with higher pass rates.
Fast forward 142 years and not much has changed, except that in an effort to be penny wise it appears that the New York State Board of Regents’ decision to eliminate administering Regents Exams in January may result in being pound foolish. It is anticipated that not offering winter exams will save $1.4 million. The State also expects to save an additional $700,000 by eliminating all foreign language Regents exams to recapture a total savings of $2.1 million dollars.
Billions of private dollars have forced journalists and lawmakers to take seriously the school choice movement, be it voucher programs and tax credits, charter schools and reforms to teachers contracts within traditional public schools. Their money is highly strategic as well, with funds being poured into non-profits and research facilities that pursue the educational conceptions these wealthy donors promote.
So what happens when a study determines the success of charter schools have no correlation with the money they receive from education philanthropists? On Monday,Andrew Coulson of CATO published a report (PDF) that found the above to be mostly true.
The takeaway shouldn’t be that wealthy funders are throwing their money away; the implications are perhaps much more severe.
Despite big donor money trying to identify the top performing schools for the purpose of scaling these institutions up, that is, spread their top-rated standards across a wider plain of geography, the schools trumpeted as paragons of academic consistency are middling or worse.
Coulson and his team isolated California, the state with the most charter schools and
Legislation approved along party lines in the state Senate last week would unravel one of the state’s most vexing and long-standing political snarls – leadership over California’s education policy and regulatory bureaucracy.
A century-long rivalry has festered between the State Superintendent of Public Instruction, elected by popular vote; and the California State Board of Education, appointed by the governor.
While Superintendent Tom Torlakson and Gov. Jerry Brown are still sailing on a political honeymoon and appear reluctant to support any changes that could rupture that relationship – there remains ample evidence and with decades of conflict to suggest that centralizing authority would be a good idea.
“We should be administering the public’s policies with old fashioned, competent leadership and good administrative bureaucratic structure, and right now it isn’t set up that way,” said Delaine Eastin, whose years as state superintendent were marked for her rocky relationship with then-governors Pete Wilson and Gray Davis.
Under the state’s existing structure, the governor through his appointments of the state board controls education policy. Meanwhile, the superintendent oversees the bureaucracy at the California Department of Education and thus, in many ways, also has great influence over policy.
