The Detroit scores on the National Assessment of Education Progress, a rigorous national assessment, were the lowest in the test's 40-year history. Among fourth-graders, 69 percent scored below basic levels, as did 77 percent of eighth-graders. Results show 77 percent of eighth-graders and 69 percent of fourth-graders lack basic math skills."
