California is moving toward an earlier cutoff age for kindergarten, requiring them to be 5 by Nov. 2 for the 2012-13 school year and they must be 5 by Oct. 2 for the 2013-14 school year. Many of the children affected could enroll in a transitional program to help prepare them academically and socially for kindergarten. However, with the California state budget still in miserable shape, Gov. Jerry Brown has proposed killing funding for transitional kindergarten, putting the program out of reach for many lower income families.

According to the Sacramento Bee, the elimination of funding for transitional kindergarten would save the state $223.7 million in 2012-13 and $672 million in 2014-15, when the program is fully implemented, but would deprive 125,000 kids from the opportunity to go to school. Since Brown’s budget would also eliminate 71,000 childcare positions, and there were already long waiting lists for subsidized childcare, many of those kids could end up without any sort of pre-k

Today, the United Federation of Teachers (UFT) filed legal papers with the NYS Public Employee Board (PERB) to declare impasse in the negotiations between the UFT and the NYC Department of Education (DOE) over a teacher evaluation system for schools that had been placed in the Transformation and Restart models of school improvement. We have charged the DOE with walking away from the negotiations that they were required to complete in good faith by the agreement they had signed with the UFT last June. Further, since the DOE has explicitly refused to negotiate an appeals system, with repeated statements to the UFT in negotiations that they would never overturn a supervisor’s rating on an issue of substance — a stance confirmed by the 99.5% rate at which they currently turn down U rating appeals — they are in direct violation of state education law which requires a substantive appeals process. If PERB declares impasse, as we have reason to believe they will, the NYC DOE will be forced back to the negotiations table to complete the process they agreed to undertake last June.

Students in grades 4-9 can test for Academic Talent Search at Sac State

Exams start soon for area students interested in taking classes through the Academic Talent Search Program at Sacramento State University.

The program provides academically challenging, fast-paced courses to highly able and motivated fourth- through ninth-grade students in the greater Sacramento area. Participating students enjoy the chance to take classes with like-minded students and to move through curriculum at a faster and deeper level.

Students in the fourth and fifth grades can discover new approaches to traditional topics and experience enrichment opportunities in new subjects. More than 20 classes are offered each summer in one-week sessions. Last year, each class cost $259. There is financial aid available.
