State Board set to release LCFF accountability templates early

The California State Board of Education is hoping to have draft templates for guiding district accountability activities tied to the Local Control Funding Formula ready for public review in November – more than three months ahead of schedule.
The templates, specifically called out in legislation adopted as part of the 2013-14 budget agreement, are anticipated as perhaps the key piece of regulatory directive from the state on what schools will have to do to remain compliant with the new set of mandates under the LCFF program.
School administrators have been put into the uncomfortable position since August of having to make spending decisions over a big share of LCFF money already appropriated  while final regulations and accountability templates were still months away from being completed.
Elisa Wynne, spokeswoman for the state board, said Tuesday that although the board technically has until March 31 to review and approve the accountability templates, it is hoping to have drafts available in time to share at its November 6-7 meeting.
The LCFF authorizing legislation gave the board until the end of January, 2014 to review and approve spending regulations over the use of the new money. In order for the board to be in a position to act and provide ample time for
