Commissioner Orientation Part 1: Commissioners will receive information including, but not limited to, statutory roles and responsibilities, state and federal requirements and guidelines, travel guidelines, Commission bylaws, liaison assignments, meeting regulations, role of the California Department of Education (CDE) in supporting the ACSE, Grazer Outstanding Achievement in Learning (GOAL) award, and operating procedures of the ACSE.

Commissioner Orientation Part 2: Commissioners will receive orientation and information on the legislative process, people first language, protocol for providing advice to appointing bodies, and important timelines.

Item 1−General Public Comment and Organizational Input: Public comment is invited on any matter notincluded on the agenda. The ACSE is precluded from discussing matters not included on the agenda; however, questions may be asked for clarification purposes. Issues raised by the public may be referred to a future meeting agenda for discussion. Depending on the number of individuals wishing to address the ACSE, the Chair may establish time limits on presentations.

Item 2–Status Update: California State Systemic Improvement Plan (SSIP) and Office of Special Education Programs (OSEP) Determination Letter for California. Shiyloh Duncan-Becerril; Education Administrator; Assessment, Evaluation and Support Unit; CDE, Special Education Division (SED).
- Review of 2013 State Performance Plan (SPP) indicators from 2013 Annual Performance Review (APR) to set the stage for new indicators and changes to federal requirements with Results Driven Accountability (RDA).
- Overview of 2014–15 State Systemic Improvement Plan (SSIP) submission and 2013–14 data release timeline.
- Review of OSEP’s determination notice, CDE’s response, and implications of needs intervention status.

Item 3–Statewide Assessment Update: Report and status of Smarter Balanced Assessment Consortium (SBAC) implementation and the status and timeline for National Center and State Collaborative (NCSC) assessment implementation for students with significant cognitive disabilities. Item 8−Legislative and Policy Committees: Commissioners will meet in two pre-assigned committee groups to discuss and prepare legislative and policy recommendations to be presented for consideration by the ACSE. Stakeholders and visitors are welcome to join either group and participate in roundtable discussion.
- Legislative Committee: Review and update legislative platform and formulate recommendations for additions, amendments, or changes. Review current active legislation.
- Policy Committee: Review bylaws and make specific recommendations for bylaw updates related to Student Commissioners and the GOAL Award.
