The issue of who is a "bad" teacher is easy to explain. A "bad" teacher is someone who doesn't teach. Defining what "bad teaching" means and how policy is created and used to evaluate, discipline and remove "bad" teachers is where the battle begins. In New York City, where Mayor Mike Bloomberg and his public relations man Dennis Walcott are determined to get rid of any senior teachers making $80,000 or above, and anyone holding a tenured position, a "bad" teacher is anyone in those categories. Their guidelines are the business model, where people are machine parts and principals are there to fire. This model has nothing to do with the health, safety and welfare of children.
