"SACRAMENTO, Calif. -- Sacramento's mayor, Kevin Johnson, is completing his first year as mayor with a mixed record.
In many ways, says communications expert and Sacramento State professor Barbara O'Connor, it's been a missed opportunity.
'It's always a trade-off of, you have all this enthusiasm and new ideas, and you don't know how to manage,' O'Connor said. 'And that's really what can be said of the mayor's first year.'
Johnson has been linked to investigations of alleged misconduct with girls, and money questions have surfaced about his nonprofit foundation, St. HOPE."
