GOP State Comptroller Judy Barr Topinka says the pension problem isn’t a problem employee’s made.
Judy Barr Topinka is the second member of the centrist wing of the Illinois Republican Party to take stand on pensions, pointing out that the employees didn’t cause the problem.

Last week,  Standard & Poor’s Ratings Services said it lowered Illinois’ rating a notch because of “weak pension funding levels and lack of action on reform measures.”  It also gave Illinois a negative outlook for the future.  Lower credit ratings can cost the state by raising the interest rate it must offer when borrowing money.
