As part of Senate Bill 7, principals in Illinois schools will all be the subject of new evaluations procedures next year. Part of their evaluation will be tied to measures of student growth in their buildings.

The law also requires that principals will also be trained in evaluating teachers.

If you haven’t heard the name “Charlotte Danielson,” you will. She has developed a rubric for teacher evaluation. As an alternative to just looking at test scores many state unions love her. As a tool for understanding the nuances of what counts as good teaching, the rubric is troubling.

Q. It seems sort of amazing to me that something like this hadn’t already been
