The singular focus on  high-stakes, basic skill test scores as a measure of "adequate yearly progress" has warped the entire educational system and must be changed.
The practice of closing and "transforming" schools has been disruptive and destructive for already struggling communities.

We need an education policy that has a more intelligent view of progress and that doesn't constantly seek to identify the "lowest 5%" or "lowest 10%" of the schools to shut them down
