No wonder special education students lag way behind their general education peers! The unknowing public taxpayer assumes the reason is because the students are 'retarded' or 'intellectually challenged' even those these children are actually a very small segment of the special education population. Most special education students have average or above intellectual functioning. However, as time marches on and and they are subjected to ineffective teaching methods, they fall further and further behind. It is not because they can't learn, it is just because they have not had access to properly trained teachers.
