Duncan Urges Congressional Leaders to Pass Edujobs Bill ASAP

It's almost crunch time on the edujobs legislation.
U.S. Secretary of Education Arne Duncan sent a letter today to Rep. Nancy Pelosi, D-Calif. the Speaker of the House, and Sen. Harry Reid, D-Nev., the Majority Leader, asking them to please include the $23 billion edujobs measure in the supplemental appropriations bill funding the wars in Iraq and Afghanistan that the Senate is set to consider very soon.
Sen. Tom Harkin, D-Iowa, the chairman of the subcommittee that oversees education spending, is planning tointroduce the bill as an amendment to the supplemental, once it goes to the Senate floor. If the edujobs bill was passed this way, there wouldn't need to be an offset, or cut in other spending, to cover the $23 billion.
Rep. George Miller, D-Calif., the chairman of the House Education and Labor Committee, has similar legislationpending in the House.
The problem? Some observers say it might be tough for congressional leaders to get the votes needed to pass

Seven Phila. schools to become charters

With community support and the blessing of Superintendent Arlene Ackerman, seven failing city schools will become charters in September.
A total of 14 schools citywide will get dramatic overhauls - the seven charters and six "Promise Academies" run by Ackerman herself. The fate of one school, West Philadelphia High, is not settled; its advisory council needs more time to weigh options, the district said.
The Philadelphia School Reform Commission approved all the so-called Renaissance school makeovers except West Philadelphia's on Wednesday. Each was made after an advisory council of parents and community members interviewed potential administrators for the schools and made recommendations to Ackerman.
Bluford and Daroff Schools will be run by Universal Companies. Douglass School will be taken over by those who now manage the Young Scholars Charter School.
Harrity, Mann, and Smedley Schools will be run by Mastery Charter Schools, and Stetson Middle School will be run by ASPIRA Inc. of Pa.
Another school, Potter-Thomas, had its pick of providers but chose to become a Promise Academy, along with five previously announced schools.
Before the commission vote, Pamela K. Williams, leader of the Daroff advisory council, thanked Ackerman for having "a vision of hope for those who others have considered hopeless."
The Renaissance schools, including Daroff, at 56th and Vine Streets, have failed to meet state standards for several years running. They have been cited for a range of problems, from poor instruction to a lack of student safety.
Williams and others are convinced that after years of failed experiments, this is the right move.

U.S. must invest in graduate education, says commission

A new national report on graduate education recommends the federal government establish a new grant program for students as part of a push to increase this country's domestic talent pool.
The report from the Commission on the Future of Graduate Education starts with a few assumptions – one, that the graduate degree will quickly become the new bachelor's degree – the minimum requirement for a high-skill job. Two, that the country's "capacity for innovation" depends on the strength of its graduate education system.
The commission includes a handful of state education leaders: UCLA Chancellor Gene Block, UC Davis Graduate Studies Dean Jeffery Gibeling, and USC's Advisor to the Provost John Seely Brown.
