Arne Duncan is perfectly capable sending a message by sitting on a panel with Michelle Rhee. He knows exactly what he's doing-- he's suppressing a federal investigation.
He is many things, but he is not an idiot. It takes a fierce kind of zealotry to stay so permanently on-message, to deflectevery question with a talking point, and to distort others' opinions with straw men--- accepting the status quo, poverty is destiny, etc. His constant repetition of a few stock phrases is right out of Karl Rove's playbook. It isn't easy to be so unresponsive to questions, to avoid difficult meetings, to be such a chameleon to so many
