"Tying Title I To College- And Career-Ready Standards
The principal vehicle through which the federal government distributes money to low-income students nationwide, Title I of the Elementary and Secondary Education Act, could be facing a major overhaul. During the National Governors Association conference last week, President Obama unveiled a proposal to make Title I funding contingent on a state's adoption of reading and math standards that prepare students for college or a career.
Under current law, Title I money goes to schools with high numbers of poor children through statutory formulas that are based primarily on census poverty estimates and the cost of education in each state. Under the Obama proposal, which would be part of the forthcoming congressional reauthorization of the ESEA, states would be required to join with other states in creating rigorous common standards, or to work with their"
