As Wisconsin politicians stay locked in a stalemate over a proposed law governing public employees’ unions, Idaho’s legislature on Tuesday passed a bill restricting collective bargaining rights for the state’s unionized teachers.

Under the bill, which is expected to be signed into law by the state’s Republican governor, collective bargaining for the state’s 12,000 unionized teachers would be limited to salary and benefits only, and could not be used to negotiate course loads, class sizes and other working conditions.

Pulitzer Prize-winning journalist and best-selling author, David Cay Johnston (click link for his blog, article at this link) writes:

“The incomes of the top 400 American households soared to a new record high in dollars and as a share of all income in 2007, while the income tax rates they paid fell to a record low, newly disclosed tax data show.

In 2007 the top 400 taxpayers had an average income of $344.8 million, up 31 percent from their average $263.3 million income in 2006, according to figures in a report that the IRS posted to its Web site without announcement that were discovered February 16. (For the report, see Tax Analysts Doc 2010-3372 .)”

This disturbing fact, however, is less-important than the documentation of the economic crimes taking trillions from Americans and calling for a turn-around (yes, a revolution) of political management under the law.

Since leaving Arlington (VA) superintendency in 1981, I spent two decades at Stanford University thinking, teaching, and writing about school reform. I had the precious time to pursue policy and practice questions that I could not as a high school teacher and superintendent.

Why, for example, did the high school classrooms in which I sat in the late-1940s seem so similar to the ones I observed in the 1980s as a superintendent? Why do some reforms stick and others disappear like bird-tracks in sand? Why so much drama about getting new technologies in classrooms and so few teachers using devices? Why is it so hard to fundamentally change schools with large numbers of poor children? Why do schools focus on test scores rather than other, larger civic and social goals? These, and many more policy-driven questions, often requiring me to examine the past, were anchored in decades of classroom and administrative experiences.

Am I causing disunity at the RA by raising questions about the Swanson version of the sit-at-the-table strategy?

With the Republican (along with some Democrats) assault on collective bargaining, should I be talking about tenure, seniority, pensions, evaluation procedures and taxes on retiree benefits and criticizing our leadership’s stand on all that?

Absolutely!

There will be no debate at the RA about collective bargaining. We are united in our defense of our right to bargain

Reports that Senator Cowles has indicated he would vote no on the budget repair bill have been denied by his chief of staff. But, Senator Cowles has indicated an interest in compromise. He was quoted in the Green Bay Press Gazette Monday saying:

“The important part is the monetary concessions. That’s the part that helps balance the budget. The other things are less monetary in nature… It’s the challenge of the senate to go through those and find a conclusion on items that have little or no connection to finance.

You have to be flexible because some way, some how there will be an amendment modifying the collective bargaining… It’s an incredible situation (the Democrats leaving) that none of us ever thought would happen. So negotiations on this are critical to move past this and move on to the budget, which also has a number of dilemmas.”

Nothing illustrates the bankruptcy of the Ken Swanson version of sitting at the table then what has happened around the issue of taxing retiree benefits.
