Kansas City Schools’ Accreditation Woes: Are the Philanthropic Vultures Circling?




On April 02, 2021, the Kansas City Star reported that an “outside group” spent $100K in the Kansas City (MO) School Board election in support of two contenders, locals Tanesha Ford and Kandace Buckener.

In the April 2021 KC board election, two other members were unopposed. Ford and Buckener were buoyed by $100K in mystery money funneled through Blaque independent expenditure committee. Since Blaque is not directly connected to the candidates it supports, the “non-committee” is not required to disclose to the public who, exactly, is funding its efforts.

Members of the KC public in support of traditional public schools are concerned that Blaque’s undisclosed money comes from school choice promoters, as the April 23, 2021, KCUR reports:

Advocates for the district are worried about money that poured into the school board election from school choice proponents — BLAQUE gets funding from SchoolSmart KC, which in turn gets money from the Kauffman and Hall foundations.

Based on the KCUR article, Ford and Buckener appear to be concerned about “student achievement,” which certainly involves the test scores upon which KC’s longstanding accreditation woes critically depend. A month ago, this blog suggested that hubris is at the heart of today’s billionaire philanthropy but noted that Bill and Melinda Gates have so much power that, despite the tragic blindness of their privilege, there will be no tragic fall and no consequences. Now, with Bill and Melinda announcing their divorce, we continue to learn even more about how privilege in an unequal America insulates the super-rich who have the power to drive the public policy that shapes the institutions on which we all depend

The Washington Post‘s Valerie Strauss seized the occasion of the Gates’ pending divorce as an opportunity to review the ways Bill and Melinda have used their influence and their money to shape public education policy at the federal level and across the states: “The Bill & Melinda Gates Foundation has spent billions of dollars on numerous education projects—such as creating small high schools, writing and implementing the Common Core State Standards, evaluating teachers by standardized test scores—and the couple has had enormous influence on what happened in classrooms across the country. Their philanthropy, especially in the school reform area, has been at the center of a national debate about whether it serves democracy when wealthy people can use their own money to drive public policy and fund their pet education projects. I’ll be referring to the mother in this article by her initials, CS. And I’m using the pseudonym “Terry” for her son.

On April 1, CS received a strange note about her son’s “McKay” special needs voucher from the school secretary of Lakeland’s Sparrow Academy. Sparrow is a voucher school with 100 percent special needs/ESE enrollment that Terry had formerly attended. You can see some of Sparrow’s marketing content above.

Good morning, I was about to put [Terry’s] packet in the mail when the scholarship checks arrived. If it would be OK when you come to sign the check can I give you his packet?  There isn't school tomorrow, Good Friday.

Sparrow principal Vance Linholm had kicked Terry out of school via text on March 16, two weeks before that email. I’ll show you that text in a second. Since that day, CS had been struggling to get any documentation of Terry’s performance and discipline record for his 18 months or so with the school. She had been going back and forth with the secretary. Now, the school was saying it would give her a packet of his work “when you come to sign the check” — weeks after the school had dismissed Terry.

The money follows the student. LOL

NewsChannel5’s Phil Williams reports that the Federal Bureau of Investigation is continuing to investigate the possibility of bribes involved in the 2019 vote to secure passage of Gov. Bill Lee’s school voucher scheme.

Here’s more:

NewsChannel 5’s cameras were there last month as Casada woke up last month to an FBI raid on his Franklin condo.

Now, Casada has told associates that the FBI had questions about how he helped pass Lee’s legislation to create school vouchers to pay for private school tuition. Two independent sources, who spoke on the condition that they not be identified, said Casada described being questioned about allegations of bribes being offered for votes

The voucher bill itself has so far been ruled unconstitutional in Tennessee courts. Now, the Tennessee Supreme Court will take up the issue.

Casada and number of his associates faced FBI raids last month connected to an investigation of campaign finance irregularities. Now, it seems that investigation may also include questions about bribes related to the voucher vote.

Lee’s voucher scheme passed the House by a single vote after Casada and his legislative aides and lieutenants negotiated with lawmakers while holding the vote open for more than 30 minutes.

Nebraska is one of the few states that has thus far managed to keep the privatizers out. That makes it a tempting target. Here is a message by one of the state’s strong advocates for public schools.

As you know, Stand For Schools is dedicated to advancing public education in Nebraska. Our work involves not only advocating for evidence-based policies that would help schools serve all students better, but also being vigilant for and responsive to efforts to privatize our state’s public schools. 
Because Nebraska is one of only three states wise enough to avoid charter schools, private school vouchers, or scholarship tax credits, our state is viewed as prey by corporate reformers and proponents of school privatization.
