Why Tests Cannot Be Used Both to Measure Students and Teachers
Policymakers are mostly agreed that they can measure teacher quality by whether scores go up or down. Research does not support this simplistic notion. Mostly, researchers have found that teachers in affluent districts get bigger score gains on standardized tests than teachers who are in poor districts, who have many children who don’t read English or have special needs. And there is what I think

NYC Charters Bomb on Common Core Tests
Stephanie Simon reports that some of NYC’s most celebrated charter schools were outperformed by the city’s much maligned traditional public schools. KIPP and Democracy Prep had lower scores than the public schools with less funding. Only Eva Moskowitz’s Success Academy charters aced the tests. “Just 23 percent of charter students scored proficient in language arts, compared with 31 percent in pub

Why Is America Wasting Our Children’s Futures?
In a brilliant essay in the Los Angeles Times, Susan Ochshorn says that the United States is squandering its future by not investing in the well-being of children. Ochshorn, an advocate for early childhood education, cites an Urban Institute study showing that “federal spending on children fell by $2 billion from 2010 to 2011, the first dip in 30 years. The children’s share of the budget pie was r
Leonie Haimson: Don’t Believe the New York Scores
Leonie Haimson, executive director of Class Size Matters and administrator of the New York City parents’ blog, wrote this analysis of the new state test scores: Dear parents: As you may have probably heard, the new state test scores were released to the press and they are disastrous. Only 31% of students in New York State passed the new Common Core exams in reading and math. More than one third —

New York Times Loves High-Stakes Testing, No Matter How Absurd the Scoring
The New York Times editorial board, which has uncritically endorsed every bad piece of legislation or policy that is based on high-stakes testing, warmly endorses the absurd results of the Common Core tests in New York. It echoes Secretary Duncan in asserting that the tests prove how terrible US public education is. The Times displays its ignorance of the scoring rubric, in which Commissioner Joh

Julian Vasquez Heilig has been posting an illuminating series of posts that he calls “The Teat.” Each of his posts follows the connection between advocacy groups and their funders. Some of these advocacy groups appear to do research, studies, and surveys, but they invariably reflect the priorities of those who supply the money. In Plain English: Why “Reform” is the Problem, Not the Solution
Alan Brown, a professor in North Carolina, wrote this open letter to State Senator Berger, who has sponsored a series of destructive bills that were passed into law. It was published here. It is clear, informed, and coherent. The tone is friendly and non-confrontational. Brown invites Senator Berger to look at the evidence. This letter could serve as a model. Bloomberg Hails the Collapse of City’s Test Scores as “Very Good News”
Despite the fact that the new Common Core tests showed that only 26 percent of students in New York City “passed” the new state tests in reading, and only 30 percent in math, Mayor Bloomberg hailed the sharp decline in test scores as “very good news.” The scores were especially grim for black and Hispanic students, as well as students with disabilities. The achievement gaps on the tests were very

Earlier this month, the Federal Interagency Forum on Child and Family Statistics released “America’s Children: Key National Indicators of Well-Being, 2013.”
Drawing on “our most reliable statistics,” according to the foreword, the report “presents 41 key indicators on important aspects of children’s lives.”  The report covers seven domains, including family and social environment, economic situation, health and health care, education, behavior, and physical environment and safety.
Among the key findings that Education Week points out, “Children who experienced at least some early child care beyond their parents or relatives performed better in reading and math in kindergarten than those who were cared for only by relatives.”
A special feature in the report focuses on kindergarten “using data from a longitudinal study of a 2010–2011 kindergarten cohort.” In the fall of 2010, some three and a half million children entered kindergarten for the first time.
The story of kindergarten is a story of laughter and glue and building with

State Audit Finds NYSED Commissioner King And Regents Chancellor Tisch Conduct Almost No Oversight Of For-Profit Career Schools
Looks like the accountability-meisters at the NYSED and the Regents don't care all that much about accountability for the for-profit career school sector: A host of private career schools have been operating without state licenses because of “alarmingly little oversight” by state education officials, state Controller Thomas DiNapoli says in a new audit. The audit, obtained by the Daily News, also

How Success Academy Fared Against Other Renowned Charter Networks
I posted earlier today about the miraculous statistics Eva Moskowitz's Success Academy Schools garnered on the new Common Core tests.Scores across the state plummeted on the 3rd-8th grade ELA and math exams, but Eva Moskowitz's Success Academy schools bucked that trend with some amazing scores:There were some charter networks that boasted victory — like the aptly named Success Academy Charter Scho

Business Leaders Speak To New Yorkers About Common Core
Buried near the bottom of the NY Times article on the Common Core tests is this doozy:New York’s bleak scores could prompt unease among elected officials who have staked their reputations on rising test scores. “For educators and parents who aren’t crazy about testing to begin with, one can understand why they feel like they’re being subjected to bait-and-switch,” said Frederick M. UPDATE: Indiana Finds “Manipulations” of School Grades Occurred Under Bennett’s Watch | Scathing Purple Musings

Indiana Finds “Manipulations” of School Grades Occurred Under Bennett’s Watch | Scathing Purple Musings:

Here We Go….AFT, Indiana Teacher Union Makes Public Records Request For All Contacts Between Bennett, ALEC and Bush Foundations
From Orlando Sentinel reporter Leslie Postal: The American Federation of Teachers — and its Indiana affiliate — announced today it has made a possibly sweeping public records request of the Indiana Department of Education, seeking “all communications between former Indiana Superintendent of Public Instruction Tony Bennett and Jeb Bush’s Foundation for Excellence in Education, ALEC and others since

Indiana Finds “Manipulations” of School Grades Occurred Under Bennett’s Watch

The reporter who broke the Tony Bennett grade change story is continuing to follow up. As per numerous requests, current Indians superintendent Glenda Ritz announced yesterday that last year’s grade categories had been “manipulated” on Bennett’s watch. From AP reporter Tom LoBianco:
Indiana’s top education official on Wednesday acknowledged “manipulation” in the way the state’s schools are graded, the latest fallout from an Associated Press report that found her predecessor worked behind the scenes to improve the score of a charter school founded by an influential Republican donor.
Superintendent Glenda Ritz told state school board members that this year’s school ratings would be held up, at least temporarily, as a result of the independent review into the A-F grading system and left open the possibility some of last year’s grades could be changed.
The system was established by Tony Bennett, a rising star in the education reform movement, who last week resigned from his new job as Florida’s schools chief amid the scandal in Indiana.
“Upon our preliminary examination, the department has verified that there was manipulation of calculation categories and the department has also

Here in Bizarro World Massive Failure Is Good News

I just read at Diane Ravitch's blog that Mayor Bloomberg has joined fellow know-nothings Joel Klein and Arne Duncan in hailing the massive failure on Common Core exams as a good sign. I'm rarely at a loss for words, but I don't know precisely what to say to this.

How on earth is a two-thirds failure rate anything to boast about? This is the same guy who, after defying the twice-voiced electoral will of the people, bought himself a third term. Am I the only one who remembers the surreptitiously Gates-funded motto, "Keep It Going, New York?" Actually, what Bloomberg and Geoffrey Canada, who was running the campaign, wanted to keep going was a test score rise based entirely on the tests having been dumbed-down. And then when the gains were made moot, which Ravitch had predicted years earlier, Bloomberg and Klein said that was a victory too.

So here's the message from Michael Bloomberg. If test scores go up, it's a great success. If they stay the same, it is also a great success. And if they plummet, that is also a great victory. I keep saying, "Being reformy means never having to say you're sorry,"
