Yesterday I spoke to the nation's Governors at their annual meeting in Washington, D.C. They are grappling with more than state budget deficits; they're also confronting deep education deficits. I encouraged them to flip the curve on how much we spend vs. how well students do in school.

Over the last four decades, the per-student cost of running our K-12 schools has more than doubled, while our student achievement has remained flat, and other countries have raced ahead.

In a Washington Post op-ed and speech yesterday to the National Governors' Association, Bill Gates floated the idea of dealing with state education budget cuts by increasing the class sizes of the most effective teachers:

What should policymakers do? One approach is to get more students in front of top teachers by identifying the top 25 percent of teachers and asking them to take on four or five more students. Part of the savings could then be used to give the top teachers a raise. (In a 2008 survey funded by the Gates Foundation, 83 percent of teachers said they would be happy to teach more students for more pay.) The rest of the savings could go toward improving teacher support and evaluation systems, to help more teachers become great.

This is not an unreasonable proposal, but it is certainly a politcally difficult one. As I've written before, the free market education reform movement has long struggled to attract grassroots support in neighborhoods and

Dear Mr. Gates,

I am writing to you because you have been getting a great deal of attention for your ideas about education, and from my perspective here on the ground in an impoverished urban district, I think you might be making some mistakes.

I read your recent commentary in the Washington Post (How Teacher Development Could Revolutionize Our Schools), and reports from your presentation to governors, where you advised them to raise class sizes in the rooms of the most effective teachers.

In your comments to the governors, you said "there are too many areas where the system fails. The place where you really see the inequity is the inner city. "

Details that emerged Thursday indicate Governor Pat Quinn’s proposal to slice the number of Illinois school districts from 869 to no more than 300 in two years might compel consolidations where previous efforts dangled financial incentives or required local voter approval.

Quinn would work with lawmakers to empower a commission to redraw district boundaries, according to David Vaught, the governor’s budget director and a former school board member in Naperville. If approved, the committee’s recommendations potentially would not require local voter support or final review by state lawmakers.

Report from Wisconsin: Capitol Building Back Open in Madison

According to the Wisconsin AFL-CIO, a state judge has issued a temporary restraining order that would open the Capitol building in Madison. It has been effectively closed since 8 am yesterday, with protesters unable to get inside and even attendees of a pubic hearing having to be escorted into the building. The Capitol police added metal detectors, police dogs and pat-downs for all entrants, and even refused access to the building for state representatives who didn’t show Capitol ID. Here’s some video from inside the building as it was under lockdown.

The AFL-CIO, ACLU and others argued that the blocking of access violated the Wisconsin state constitution. It
