Student achievement data in the U.S. show long-standing and persistent gaps in minority versus majority performance (Vasquez Heilig & Darling-Hammond, 2008). Public concern about pervasive inequalities in traditional public schools, combined with growing political, parental, and corporate support, has created the expectation that school choice is the solution for poor and minority youth (Vasquez Heilig, Williams, McNeil, & Lee, 2011). As a result, many reformers have framed school choice as a “civil rights” issue. Scott (2013a) argued that philanthropists, policy advocates, and leading pundits have followed Secretary Arne Duncan’s conjuring of Rosa Parks and the broader Civil Rights Movement as synonymous with market-based school choice.
It is notable that the school choice movement counts on prominent African American and Latina/o leaders to support vouchers, charters, parent trigger, and other forms of choice. For example, Mayor Castro and other prominent Latina/os in San Antonio, Texas have escalated their search to recruit and attract corporate charters such as the Knowledge is Power Program (KIPP), BASIS and Great Hearts to the city. In Milwaukee, The Black Alliance for Educational Options (BAEO), heavily funded by politically conservative-leaning foundations, has lobbied the public for vouchers for more than a decade. Gloria Romero, former California State Senator, authored a parent trigger bill in California— legislation that allows the current parents in a school to vote to turn the school over to an alternative management organization. In our recent Twitter exchange, Romero framed her bill as a civil rights remedy for low-performing schools. Clearly, African American and Latina/o leaders have formed advocacy coalitions to press for school choice as an alternative to the status quo as our nation has consistently and purposefully underserved students of color (Scott, 2011).
What is surprising is that unbridled choice proponents harp about the limitations of traditional public schools but rarely discuss the predominance of the peer-reviewed research literature that demonstrates limited or no effect of choice (i.e. vouchers and charters) on student success (Scott, 2010). Arne Duncan reflects on ‘white suburban moms’ comment

Education Secretary Arne Duncan reflected on his recent comment about “white suburban moms” opposing educational reforms on Thursday’s Morning Joe.
“My wording was clumsy and I apologize for it,” he said. “My message was very, very simple: When you raise standards, that’s a challenging thing. I was challenging state school chief officers to do a better job of articulating why raising standards is the right thing for all children,” he said.
Last Friday, at a gathering of state superintendents of education in Richmond, Va., Duncan singled out one group of parents who he said were rebelling against the Common Care State Standards – an educational initiative to make sure students around the U.S. are taught the same benchmarks.  
“It’s fascinating to me that some of the pushback is coming from, sort of, white suburban moms who - all of a sudden - their child isn’t as brilliant as they thought they were and their school isn’t quite as good as they thought they were, and that’s pretty scary. You’ve bet your house and where you live and everything on, ‘My child’s going to be prepared.’ That can be a punch in the gut,” Duncan said last week.
Critics immediately pounced on those comments.
Duncan apologized in a post Monday on the U.S. Department of Education’s website.

Dr. Davis-Jones is the Supt of Dist. 149 in Chicago's south suburb of Calumet City. It's one of the growing number of mainly-black, working class suburbs affected by the push-out of African-Americans from Chicago's inner-city. Her first book is her doctoral dissertation. It's a qualitative study, an oral history of one African-American woman's childhood influences, educational background, and the barriers she encountered in her career path to the

Editorial continued: Maybe it is important to note that the Bee had to review minutes of board meeting and video to figure out this one, since they don't bother to attend the meetings that affect the daily lives of thousands of Sacramento residents. If you are gonna bitch about who is and isn't doing their jobs, maybe, just maybe you should show up to do yours.


Don’t show up, don’t get paid – unless you’re on the Sacramento city school board.
As The Bee’s Loretta Kalb reported Sunday, the Sacramento City Unified School District paid thousands of dollars to board members for meetings they missed in at least the last 16 months, apparently violating state law and board policy along the way.
District officials should be mortified they allowed this to go on for so long. Who knows how long it would have continued if not for The Bee’s investigation?
Board members owe a public apology to taxpayers and parents, who have every right to be angry. What’s more, board members should figure out how to return any money they didn’t earn.
Not that they have much choice, but board members appear to be treating this with the
