YOUNGSTOWN, Ohio -- At 4:30 p.m. today, state Sen. Joe Schiavoni, D-33, will hold a forum at Youngstown State University on the merits of Senate Bill 5, a measure that would severely restrict the ability of unions that represent public-sector employees to bargain collectively.
Among them are full-time faculty and classified employees of public universities such as Youngstown State.
Supporters and opponents of SB5, introduced by majority whip Shannon Jones, R-9, Springsboro, filled the statehouse last week to make their feelings known.
Among those testifying in opposition were YSU professors John Russo and Sherry Linkon, co-directors of the Center for Working Class Studies, which they founded.
"Collective bargaining allows universities to operate more effectively by providing institutional stability and effective planning that help us respond effectively to changing economic conditions," Russo told the

Duncan says Detroit mayor should run schools

Washington— U.S. Secretary of Education Arne Duncan praised the reform efforts of the outgoing Detroit Public Schools financial manager, but believes mayoral control of the district is needed to sustain progress.

"Detroit desperately needs all hands on deck and desperately needs to keep the reforms going," Duncan said Thursday. "I think the children of Detroit deserve better than what they have received for a while. And I just don't see how the city could ever regain its greatness if it doesn't have a great set of public schools."

Detroit Mayor Dave Bing last year said he would be willing to take on the responsibility of Detroit Public Schools, essentially eliminating the 11-member elected school board. A business-backed coalition, Change for Better Schools, pushed to put the measure to a vote on the November ballot, but community activists and the school board successfully urged the City Council to leave the issue off the ballot.

While Duncan said he wants mayoral control for DPS, Bing has backed away from the issue publically.

As I posted yesterday, the tweets going around comparing Wisconsin’s SAT/ACT scores to five states where teachers have no right to unionize are based on bad data — it’s not true that Wisconsin’s SAT/ACT ranking is second in the nation, and that Texas, Virginia, Georgia, North Carolina, and South Carolina are all clustered at the bottom of the pile. The chart that says otherwise is based on outdated statistics and improper statistical analysis.

So what’s the truth? What would good data tell us about this question?

Well, it turns out that that’s kind of complicated.

It’s hard to measure SAT/ACT performance, because different numbers of students take the tests in every state, and comparing the strongest students from one state with a much bigger sample from another doesn’t tell us much that’s interesting. A 2000 study in the Harvard Educational Review, in fact, found that 85% of the difference in states’ performance on those tests is due to variation in participation rates.

Having said that, though, it’s clear from the numbers in my last post that once you’ve controlled for participation Wisconsin remains near the top of the country on SAT/ACT scores, Virginia is near the middle, and the rest of

The spectacle of the anti-union, anti-middle class governor of Wisconsin openly trying to break public unions is something I'd never expected to see, even after years of Fox News brainwashing the American public with pro-corporate nonsense. Yet there it is. Walker got his ducks in a row by precluding negotiations with the lame-duck session that preceded him. His first instinct was not to push this legislation, but rather to simply decertify unions. Nonetheless, with the legislation he proposes, unions would have so little power they'd be irrelevant.

Oddly enough, union leaders have already accepted the notions of increased contributions to pensions and health care benefits, claiming they just want to preserve their right to collectively bargain. Of course, giving into these demands before any bargaining process may have rendered collective bargaining, in this instance, a moot point. Nonetheless, Governor Walker says there will be no compromise, and is busing in thousands of idiots from the Tea Party to bolster his principled position--that he can do
