10septOn Wednesday, the State Board of Education voted 3-2 to implement mandatory Keystone graduation exams beginning with this year’s ninth grade class. The exams are end of course state-level tests which will determine 1) whether you pass the class; and 2) count toward graduation. A failure to pass the exams could result in our children not receiving their diplomas and failing schools at early stages of their high school career. The exams are an unfunded mandate – costing at least $600 per child – and were opposed by a majority of Pennsylvania superintendents. But this was not a decision governed by educational expertise. Instead it’s a perfect example of the extremist and cold-hearted ideology of the worst of the Corbett administration, including State Board of Education member Kirk Hallett, who shrugged off criticism of the exams by saying “That kid is damned anyway.” Parents United is researching ways for students to opt out of the Keystone exams. With failure rates of 50% and above for Philadelphia 11th graders, the implementation of these exams with zero supports is designed to punish our children and set them up to fail. This was the testimony I turned into the board before their vote.

I am a Philadelphia public school mother of three children writing to you today following an opening of schools in Philadelphia that most of us would find unimaginable. Writing to you about the Keystone exams is simultaneously emotional, frustrating and necessary. According to our own superintendent, Philadelphia managed to open “functional types of schools” lacking in the resources that “we typically expect in schools.” Can you imagine what it means as a parent to hear that about the schools you are sending your children to? On November 22, 1963, I was a twenty-five year old sixth grade teacher enjoying my second year serving students at Perry Elementary. Before recess that day we had gotten the news that the president was shot.
The radio in our classroom verified what we had heard with the words “President John Fitzgerald Kennedy is dead.”
We were absolutely stunned. But, as a result of this man losing his life, I was a transformed educator when the day was done, so much more attuned to what was required of me if I wanted to nurture young minds in truly helpful ways.
Now, when I woke up that morning my teaching was pretty good. I had respect and all that. My lessons were planned adequately enough.
The year before I had created, in my mind, what I call the “Wow” factor when it comes to facilitating a teacher/student relationship with one’s charges – meaning that when you get

November 22, 2013, 5:31 a.m.  ::  State officials Thursday announced that nearly all California students will take new standardized tests in English and math this spring.
The previous plan had been to test students in either English or math but not both. The revised approach was hailed by the Los Angeles Unified School District, which had lobbied for the state to pay for students taking tests in both subjects.
"The motivator was that we heard from a lot of districts and school officials and teachers that they wanted to see both halves of the test," said state Chief Deputy Supt. Richard Zeiger.
This round of testing was never meant to generate test scores or data for schools. Rather it is a "test of the test," as officials put it, to make sure questions and the exam as a whole are valid and reliable. In the following year, the test will begin to yield results for studentsg to be."

State expands field tests of Common Core-aligned assessments

Posted: 11/21/13, 5:44 PM PST  ::  The field test of California’s new computer-based assessments will be expanded so that nearly every student will take exams next spring in both math and English, rather than being limited to one or the other, officials said Thursday.
High school juniors, students in grades three through eight, plus a small sampling of ninth- and 10th-graders will participate in field tests of the Smarter Balanced assessments. According to the state, 95 percent of the kids will be given questions in both content areas, plus one performance task — a more complex problem — in either English or math.
“Expanding the field test for hundreds of thousands of students to take both sets of assessments will mean more hands-on experience for them and their teachers, as well as more opportunity to identify any technological needs,” said Mike Kirst, president of the state Board of Education. “California will be starting from a solidly built foundation when these assessments become operational next school year — and that’s good for our students, our schools and our state.”
