      For the last time, San Francisco students filed through the doors of Willie Brown Jr. College Preparatory Academy on Friday morning and past a banner that declared the public school a place "where students' dreams come true."

      The Bayview district campus never really lived up to that promise. The fourth- through eighth-grade school fell consistently among the worst of the worst schools statewide on standardized test scores. The school was so old that lead-filled pipes made the drinking water unsafe.

      Willie Brown Prep closed for good Friday. The building is scheduled for demolition, and its 160 students have been assigned to schools across the district for the fall.

      "It's bittersweet," said Principal Karen Francois, who took the school's reins midyear. "It's just not a real

      Greater flexibility in spending hurts low-achieving students

      A $4.5 billion experiment intended to give schools greater flexibility over state education dollars has resulted in cutbacks in some programs targeting students who need the most academic help.

      That is among the findings of a report issued this week by the RAND Corporation and Policy Analysis for California Education (PACE). The study looked at the fallout of a 2009 decision [PDF] by lawmakers to give districts complete flexibility in how they spend what is referred to in school finance vernacular as "categorical" programs.

      Over the years, the state has introduced a kaleidoscope of 60 such programs [PDF], on every possible aspect of school life, from child nutrition and libraries to foster youth services and high school counseling. And for years, school officials have complained that the programs involve too much bookkeeping and red tape.

      I have very few days left with my students. With Friday as graduation day, this is a 3-day school week. But I will be with them only on Tuesday, as Wednesday I fly to Florida to serve as a Reader (grader) for the AP exam for US Government and Politics. I will return to my students on Friday, June 10, then Mon-Wed of the following week before heading out to Netroots Nation the morning of June 16. Only 5 more days with my students. That makes me reflective about the school year now approaching its end.

      Also making me reflective is learning on an email list that a friend's mother passed - he had gone home as she was dying, helped gather other family around her. She was lucky to pass in her own home, surrounded by those who love her. That makes me further reflective - on how isolated many are as they die, whether in military conflict, or tragedies such as that in Joplin. Those are bad enough. But then too many are ripped from family, from comfortable places - they die in hospitals, or in facilities to which they are moved because they can no longer care for themselves. As I age, now 65, I become more aware of such issues. I went through it with my father, who died in such a facility, and contrast that with his baby sister, who stayed vibrant and active and living in her own home until her recent death at 89.

      Mixed in with this are my reflections on various political issues - education, medicare, infrastructure, to be sure, but also environmental, geopolitical.

      And then I stop. The front door is open. I hear the birds in our bushes and trees.

      Rick Scott has implemented his own business plan in Florida. He believes that, since he was a CEO, states should be run the same way a business is run. In doing so, he believes that he knows best how to run the state of Florida and has proceeded in ignoring most of its voters.
