CIVIL RIGHTS ASSISTANT SECRETARY TO PARTICIPATE IN DISCUSSION ON SCHOOL DISTRICT FUNDING INEQUITIES

Russlynn Ali, assistant secretary for the Office for Civil Rights at the U.S. Department of Education, will participate in a discussion of school district funding inequities on Wednesday at an event sponsored by the Center for American Progress.

Among the topics to be explored will be the hidden salary gap which can result in teachers at affluent schools being paid more than teachers in the same district who work at more modest income schools. Two papers will be released by the center, examining a 2005 California law that requires schools to publish per-pupil expenditures.

We know there are layoffs coming. But how many people will be laid off? Who will they be? And will you or your child’s teacher be among them?
“I wish I had more money and I wish I had more clarity,” was Chancellor Joel Klein’s answer to these questions a few weeks ago, speaking to principals by conference call.
The process of laying off teachers in New York City is so complex that few people have clear answers right now. But after studying the state law that sets teacher hiring and firing rules, talking to union and city officials, and looking back to the 1970s — the last time a economic crisis forced thousands of teacher layoffs — I have some clues. Here are answers to questions I’ve heard from parents and teachers (send more!).
Will there be layoffs?
Several scenarios exist that could reduce — but probably not eliminate — the number of layoffs.

Schools Chief Jack O'Connell Calls on Senate Budget Subcommittee to Protect Child Care Funds Threatened by Governor's May Revise Proposal

SACRAMENTO — State Superintendent of Public Instruction Jack O'Connell today urged Senate Budget Subcommittees to block a proposal in the Governor's May Revision to eliminate state-funded child care programs and support services. The item will be heard before the Senate Education Budget Subcommittee on Tuesday. O'Connell also applauded the Assembly Education Budget Subcommittee and the Assembly Health and Human Services Budget Subcommittee for blocking the proposal last week.

"I commend the Democratic members of the Assembly Education and Health and Human Services Budget Subcommittees for their support of approximately 100,000 California working parents and their children, including babies and toddlers. When the Senate Budget Subcommittees review this misguided proposal, I urge them to act as well to protect these vitally needed programs and services.

"The Governor's proposal to eliminate $1.45 billion in funding for subsidized child care programs and support services would be a severe blow to poor- and middle-class working families. Quality child care provides a critical start to the development of young minds and is a valuable tool in the efforts to help close the achievement gap. Access to child care is essential as it allows parents to continue to work and contribute to the economy. At a time when the state's child care network is already overburdened, the elimination of the subsidized child care programs and support services would be devastating.

"State-funded child care programs also employ more than 130,000 child care professionals who provide child care services in many different settings, including child care and development centers and licensed family child care homes. Eliminating these programs would simply add thousands more to the rolls of the unemployed and underemployed."

Two Nominated San Juan School District Projects Win $7,500 Raley’s Reach Grants

Between the dates of April 21 and May 12, 2010, the community was invited to visit the Raley’s Reach website to vote for local school and community projects that would be dedicated to improving their neighborhood. Nearly 400 service projects and causes were accepted through nominations into the grant program, but ultimately only five projects would win a $7,500 grant from Raley’s. With over 210,000 logged votes over the three weeks, five project winners have been selected by the public to be presented with $7,500 each. Of the five winners, two projects came out on top from the San Juan Unified School District.

Today: State house votes on new revenue stream

The Pennsylvania House of Representative is scheduled to vote today on House Bill 2435, which would tax tobacco products and natural gas drilling to head off budget cuts and use the money for education and other critical public services. State Representative Dwight Evans sponsored the bill, which will also close corporate tax loopholes and a sales tax giveaway.
The Pennsylvania Budget and Policy Center, Public Citizens for Children and Youth, and other organizations are urging voters to call their state representatives. PCCY's website allows you to enter your ZIP code and find out who your representatives are, and how to contact them.

Kevin Johnson, the former NBA star who is now mayor of Sacramento, Calif., is angling to have more influence over how his city's schools are run.

Johnson, who is engaged to District of Columbia Schools Chancellor Michelle A. Rhee, told the Sacramento Bee that he is paying close attention to who decides to run for school board this fall, and will even recruit candidates himself if he doesn't like who is in the race.

California law keeps mayors from running school districts, but that hasn't stopped Johnson from making his own mark in Sacramento education.
