TRENTON — Governor Christie opened a special legislative session this afternoon with a brief speech calling on Democrats to bring skyrocketing property taxes under control either through a constitutional amendment limiting tax hikes or a statutory cap that would do roughly the same thing.

Christie, a Republican, said he was offering a compromise to the Democrat-controlled Legislature in order to make the state more affordable.

"Before we leave for the summer, let us finish the job," Christie said after thanking the Democrats for joining with him in passing an austere state budget on Tuesday. "We must act and we must act now...We must help the citizens take back their state."

The governor spoke for just over 13 minutes. The speech marked the culmination of a chaotic 20 hours during which it was unclear whether the Legislature would convene or let Christie make an address. At one point, it was thought the governor

Program Type: Cooperative agreements (for Scale-up grants) and discretionary grants (for Validation grants and Development grants)
Program Description: The Investing in Innovation Fund, established under section 14007 of the American Recovery and Reinvestment Act of 2009 (ARRA), provides funding to support (1) local educational agencies (LEAs), and (2) nonprofit organizations in partnership with (a) one or more LEAs or (b) a consortium of schools. The purpose of this program is to provide competitive grants to applicants with a record of improving student achievement and attainment in order to expand the implementation of, and investment in, innovative practices that are demonstrated to have an impact on improving student achievement or student growth, closing achievement gaps, decreasing dropout rates, increasing high school graduation rates, or increasing college enrollment and completion rates.
These grants will (1) allow eligible entities to expand and develop innovative practices that can serve as models of best practices, (2) allow eligible entities to work in partnership with the private sector and the philanthropic community, and (3) identify and document best practices that can be shared and taken to scale based on demonstrated success.

If legislators in Harrisburg expect to come home to an electorate satisfied with a passed budget, they are going to be in for a surprise. Thursday afternoon, the Southeastern PA Budget Coalition, a motley group of social service providers, unions, community organizations, and advocacy groups, staged a rally outside Philadelphia's City Hall to protest the various cuts the state budget entails.
Passions ran high as the group of around 400 people, armed with bull horns and signs, chanted and testified about what they thought was unjust about the state. budget. Katie Sipp, Executive VP of SEIU Health Care PA, declared that "budgets are political documents," and that this state budget reflected the political priorities of Harrisburg legislators. She went on to say that the budget serves "corporate greed, but not the peoples' need."
This was the overarching theme of those who spoke: that the legislature did little, if anything, to make corporations pay their fair share of taxes and instead slashed programs critical to the lives of vulnerable populations in PA. Michigan's public schools won't get all of their financial problems fixed with a budget bill that sailed through the state Legislature on Thursday, but at least they're safe from state aid cuts in the upcoming year.
Public schools will get a small $11 per student increase by the end of September, raising the minimum per student foundation grant received from the state to $7,162 a year but still leaving schools below 2009 funding levels. The new funding levels will remain intact for the state fiscal year that starts Oct. 1, meaning school districts will fare much better than most state programs in a budget plan that likely will be full of cuts.
Lawmakers wrapped up the $12.8 billion school aid budget before leaving town for a break expected to last at least two weeks. The Republican-led Senate passed the school aid bill 37-1, while the Democratic-led state House passed it 98-6. Democratic Gov. Jennifer Granholm will sign the bill, spokeswoman Liz Boyd said.
"It takes care of education in a difficult year," said Sen. Ron Jelinek, a Republican from Three Oaks.
