Charter schools not superior

With all of the talk about vouchers, I am surprised that there has been no talk of whether charter schools actually educate children better than our public schools.
There seems to be common acceptance that they do.
KIPP charter schools, by far the most successful of the charter school businesses, have a larger dropout rate for African-American males than public schools.
And the majority of those dropout students are at the bottom of their classes. By getting rid of underperforming students, the schools raise their average performance ratings.
Hmmm. Can public schools get rid of students who bring down their Pennsylvania System of School Assessment scores? No!
